Implementation Effect And Influencing Factors Of The Village-level Small And Micro Power List System Research

With the downward shift of the focus of governance,the country pays more and more attention to the problem of village governance.From 2014,Zhejiang sea county for the first time put forward the village small power list system,its effective operation,received the central,after the central file in 2018,the system in the nationwide promotion,to 2023 central file no.1,put forward the coverage of listing governance,further innovation at the grass-roots level.In his 20 th CPC report,General Secretary Xi also proposed that power should be brought into the supervision of the rule of law,and effectively restrict and supervise the exercise of power,so that the legitimate rights and interests of the people should be fully respected and protected.The village-level small and micro power list system is a new model of rural governance,which can fundamentally prevent corruption through the restraint of the small and micro power at the village level.This thesis in Zhoushan city,Zhejiang province putuo district,H town village small micro power list system execution as an example,through the literature research,empirical research,statistical analysis,borrow Smith policy process implementation theory,power restriction theory,the H town village execution of small micro power list system research,mining village small micro power list system implementation effect and difficulties,the corresponding countermeasures and Suggestions are put forward.In this thesis,it first reviews the research background and significance of the small and micro power list system,determines the research perspective of this thesis based on the existing research status,and selects the Smith process model as the analysis framework of this thesis.According to the Smith process model,we discuss the influencing factors of the implementation effect of the village-level small and micro power list system from the four aspects of policy implementation subject,policy itself,target group and environmental factors,and put forward assumptions and establish a theoretical model.Secondly,275 valid questionnaires were collected through interviews and questionnaires,and statistical analysis was conducted with the help of SPSS software.The results show that the policy itself,the implementation subject,the target group,and the environmental factors will have a significant positive impact on the policy implementation effect,among which the age in the control variables will have a negative impact on the implementation effect,which is not conducive to the implementation of the system.According to the investigation,it is found that the implementation of the small and micro power list system in H town still has some problems,such as "timely clearing","active use","showing" not comprehensive and "supervision" not adequate.Accordingly,this thesis puts forward the countermeasures and suggestions from the following four aspects.Policy itself level: dynamically adjust the village level small micro power list system and improve the standardization degree of the village level small micro power list system;implementation subject level: carry out regular training for village cadres and improve the incentive mechanism of implementation subject;target group level: improve the policy cognition level of the target group and improve the target group participation mechanism;environmental factor level: improve the internal and external supervision mechanism and create a good atmosphere of policy implementation.
