In recent years,"fly-style" corruption has been manifested in various forms,and there have been frequent occurrences in which village(community)cadres have taken advantage of their power to embezzle money and encroach upon,falsely report the claims of goods,take the items of cards,and damage public affairs and private interests.These phenomena of "micro-corruption" at the grassroots level,which involves a wide range of fields,various means,and is difficult to investigate and handle,seriously damage the interests of the people,and undermine the image of the party and the government.According to the data on the website of the State Commission for Discipline Inspection and Supervision,in the first half of 2022,more than 50,000 corruption and work style problems around the people were investigated and dealt with nationwide,and more than 80,000 people were criticized,helped and handled,of which more than 50,000 were given administrative sanctions for party discipline,which reflects the clear orientation of the discipline inspection and supervision organs’ adherence to enforcing discipline and law for the people,rectification and improvement for the people,and thorough rectification of corruption and unhealthy practices around the people.The Third Plenary Session of the 18 th CPC Central Committee proposed further promoting "simplification of administrative procedures and delegation of powers to lower levels." Therefore,how to achieve scientific and effective supervision of power at the grassroots level is the crux of the problem of "micro power corruption".From the perspective of the reality of reform,the establishment of the "power list" system is of great significance and role in promoting the simplification of administrative procedures and the decentralization of powers,and deepening the reform of the administrative system.Since the issuance of the Central Document in 2015,all provinces have started to promote the system of lists of rights and responsibilities in the towns and townships under their jurisdiction,taking into account their actual circumstances,so as to make the system extend to the "last kilometer".In 2018,District D of Dezhou City took the promotion of the system of "small and micro power lists" for village(community)cadres as a key breakthrough project for the Secretary of District Committees,formulated Article 27 of the "small and micro power lists",which,in the form of lists and processes,clarified various power matters assumed by fixed village(community)cadres according to law and regulations,and further regulated the operation of village(community)and the use of power by village(community)cadres.This paper takes the operation of the "Small and micro Power List" in Area D as the research object,through the literature research,questionnaire survey,field interview,case analysis four kinds of research methods,the operation of the "Small and micro Power List" system in Area D is studied.Under the guidance of Smith’s theory of policy execution model,the problems in the implementation of the system are explored from four aspects,namely the system itself,the executive subject,the target group,the internal and external environment,the causes of the problems are analyzed,and the relevant countermeasures and suggestions for regulating the operation of the system are put forward. |
