With the rapid development of the Internet economy,online food ordering has emerged as a new business form of "Internet + traditional catering".Its characteristics of convenience and quick reaction are very popular with consumers,and it has developed rapidly in recent years.While the Internet brings development opportunities to the traditional catering industry,it also creates many food-safety risks.The traditional supervision mode can no longer meet the needs of food-safety supervision for online ordering.How to improve the supervision efficiency for online ordering and ensuring the food safety for public online ordering is a rising and urgent issue under the background of rapid development of online ordering.On the basis of summarizing the current situation of the supervision on Internet catering food safety in Q City,this paper concluded four types of problems existing in the supervision of Internet catering food safety in Q City,namely: the legal constraints of supervision relatively weak,the effectiveness of the supervision subject insufficient,the management of the supervision object disordered,and the technical means of Internet ordering supervision backward.Then the main reasons for the above problems were analyzed from four aspects: legal and regulatory system not well-developed,regulatory subject strength weak,standardized management for regulatory object absent,and regulatory means of technical support scarce.In order to further strengthen the supervision for Internet catering food safety in Q City,this paper takes the holistic governance theory and market failure theory as the theoretical basis,aiming at the existing problems,puts forward the following suggestions.First,the standard system of laws and regulations on Internet ordering food safety should be improved.Second,construction of regulatory subject should be strengthened.Third,standardized management of regulatory objects should be reinforced,including regulating the production process of food producers,the delivery process of food deliveryman and the behavioral rights and liabilities on online-ordering platforms.Fourth,the technical means of online food safety supervision should be innovated to promote efficient supervision through the combination of safety traceability mechanism,big data detection and "industry-university-research".Fifth,the participation of multiple subjects in supervision should be advocated to achieve social co-governance by enhancing internal supervision,encouraging public participation and strengthening media publicity. |
