Research On China’s Public Finance Emergency Safeguard Mechanism

With the increasing number of emergencies in recent years,the direct economic,health and social losses caused by emergencies are also increasing.China is a socialist country,the major impact of emergencies need to have national finance to bear.Therefore,it is of far-reaching significance to improve China’s financial emergency support capacity from the perspective of modern emergency management.Due to China ’s vast territory and large population,there are still many problems in the current financial emergency guarantee mechanism.This article takes the basic situation of our country as the starting point,uses multidisciplinary theoretical results,and studies how to construct a financial emergency management mechanism suitable for our country from the perspective of modern emergency management.Through the comprehensive use of interview method,investigation method and case analysis method,this paper analyzes the current situation of China ’s current financial emergency guarantee mechanism,finds many problems through the analysis of the current situation,and tries to find solutions through the analysis of the causes of the problems,so as to further improve China’s financial emergency guarantee ability.Improve the financial emergency safeguard mechanism.The main research contents of this paper are as follows:Firstly,the basic concepts of public finance,emergency management,financial emergency guarantee and financial emergency guarantee mechanism are explained,and the crisis life cycle theory,financial resilience theory and emergency management modernization theory are used as support.In terms of concept,domestic and foreign research results and future development direction,it provides support for the academic and theoretical nature of the whole paper;secondly,it analyzes the basic situation of China ’s current financial emergency guarantee mechanism,and takes the new corona virus epidemic as an example to conduct operational performance research,so as to point out the practical problems existing in the mechanism with practical cases.Again,according to the analysis of the reasons for the lack of mechanism,it is concluded that the imperfect laws and regulations of public finance,the lack of institutionalization of emergency fund management and the lack of necessary supervision of fiscal expenditure and performance evaluation mechanism are the important reasons to limit the establishment of China’s modern financial emergency safeguard mechanism.Finally,taking the development path of China’s emergency management modernization as an opportunity,this paper provides five solutions for China to build a financial emergency guarantee mechanism with Chinese characteristics:First,strengthen the daily operation mechanism of public financial emergency.Second,improve the public finance emergency warning and prevention mechanism.Third,strengthen the public finance emergency response mechanism.Fourth,improve the public finance emergency recovery and reconstruction mechanism.Fifth,improve the public finance emergency supervision and evaluation mechanism.
