Research On Quality Control Of Government Statistical Data In The Online Reporting System Environment

With the rapid development of economy and society,the importance of statistical work has become increasingly prominent.Statistical data is the basic basis for macroeconomic decision-making and scientific management,and an important support for the modernization of government governance system and governance capacity.Ensuring data quality is the starting point and foothold of statistical work,in order to strengthen the quality control of statistical data,the National Bureau of Statistics continued to promote the reform of statistical modernization,and made drastic reforms in data production methods and statistical management systems.The 2010 National Statistical Work Conference proposed the requirements for the construction of "four major statistical projects",namely,the online direct reporting system,the basic unit directory library,the enterprise one table system,and the data acquisition and processing software system.In 2011,the statistical annual report began to implement the online direct reporting management for enterprises.Through information technology,the inefficient data production mode of "layer by layer paper reporting" was changed,and the statistical business process was reconstructed.The original mode of relatively independent data among disciplines was transformed into a highly smooth big cycle.The statistical production mode changed from decentralized to centralized and unified,and the national centralized management and control of data was realized.How to control and ensure statistical quality has always been a focus of exploration by domestic and foreign statistical institutions and international organizations.The text is supported by the comprehensive quality management theory and process reengineering theory in public management theory,as well as the United Nations National Quality Assurance Framework(NQAF)and China National Statistical Quality Assurance Framework(2021),which have guiding significance for statistical work.Taking the statistics of the Dezhou Municipal Government as an example,this study investigates the environment of data online reporting through literature review,questionnaire survey,interview,and other methods,The quality control status of various links in the entire process of statistical data production by the Dezhou Municipal Government is analyzed.The highlights and practices of statistical data quality control in advanced foreign countries are analyzed,and the pain points and difficulties that constrain data quality in the environment of online direct reporting are identified.Deeply analyze the problems in the quality management of statistical data in China,such as insufficient management ability of all personnel and insufficient control ability of the entire process of statistical data quality,and a series of measures and suggestions have been proposed to address these pain points,such as enhancing the construction of statistical teams,improving statistical investigation system methods and processes,constructing a comprehensive quality management system,strengthening statistical legal supervision and protection,strengthening departmental communication and cooperation,and improving statistical informatization construction.
