Research On The Multi Subject Participation Of Community Correction In A District Of Qingdao

Community correction is a kind of criminal law enforcement activity of non custodial punishment correction.It is characterized by that the correction institution educates,corrects and supervises the correction objects in the community,and finally promotes the correction objects to quit their bad habits,abide by the law and return to the society.At the beginning of this century,China introduced the concept of community correction,and then selected Shandong and other provinces to carry out pilot work until 2020,when a landmark special law on community correction was officially promulgated.The study of community correction is not only conducive to exploring the rule of law in the new era,but also of great significance in resolving social conflicts and maintaining social stability.This paper studies the participation of multiple subjects in community correction in District A of Qingdao by using the methods of questionnaire and semi-structured interview,social support theory and collaborative governance theory.By visiting and investigating the development of community correction in District A of Qingdao,the author specifically analyzed the multiple participants,participation methods and participation processes of community correction,deeply discussed the problems and causes in the process of multiple participants’ participation in community correction,and put forward corresponding countermeasures and suggestions.Qingdao District A community correction multi subject participation has made some achievements,but there are still deficiencies.At present,the main problems are:insufficient participation of multiple subjects,routine correction becoming a mere formality,inadequate implementation of correction process,and obstacles to the return of correction objects to society.Through the analysis of these problems,this paper finds that the causes of these problems are as follows:insufficient coordination of participants,unscientific correction standards,insufficient government purchase of professional correction,and lack of community correction talents.After summarizing the current situation of the participation of multiple subjects in community correction in District A of Qingdao,and analyzing the problems and reasons in the process of participation,this paper puts forward some countermeasures to improve community correction in District A of Qingdao.Specifically,it includes:improving the correction ability of multiple subjects,setting reasonable correction standards,increasing government procurement services,and strengthening the construction of correction teams.I hope that through the optimization and improvement of the above aspects,we can provide policy suggestions for community correction in Qingdao District A,so that the effectiveness of community correction can be further improved.At the same time,I hope that the countermeasures and suggestions put forward in this paper can provide some reference for other similar cities in the country that carry out community correction work.
