Inducing Mechanism And Prevention Countermeasures Of "Micro Corruption" Of Village Cadres

The discussion of corruption governance from all walks of life continues to heat up under the pressure of anti-corruption.In particular,the "micro corruption" problem of village cadres,which is more closely related to the grassroots people,is gradually receiving more and more attention.However,in some rural areas,the "micro corruption" problem of village cadres is also prone to occur and widespread due to the imperfect system and mechanism related to the countryside,the imperfect supervision system,and the low comprehensive quality of village cadres.The "micro corruption" of village cadres has damaged the interests of the collective and the masses,affected the image of the Party and the government,and worsened the political ecology at the grass-roots level.In this regard,how to combine the actual situation of rural areas in China,explore the causes of "micro corruption",find the loopholes in the regulatory mechanism,and then strengthen the construction of the rule of law in rural areas,establish and improve the relevant regulatory mechanism,is still a major issue before us,and is also an important demand to improve the grassroots governance system and capacity.In this paper,we take the issue of "micro corruption" of village cadres as our research direction.On the basis of summarizing the experience of scholars through combing the domestic and foreign literature on corruption and "micro corruption",we conducts a case study on the issue of "micro corruption" of village cadres in F Street.Taking F Street in W City as an example,we select relevant staff,village cadres and villagers’ representatives in the region to explore the "micro corruption" of village cadres.We use the theory of institutional prevention of corruption,power rent-seeking and power balance to deeply explore the "micro corruption" of village cadres.Through the analysis of the "micro corruption" of village cadres in F Street,the paper summarizes the existing problems,characteristics and hazards,analyzes the causes of the current problems.It also proposes reasonable preventive and control measures,providing a model for the management and prevention of "micro-corruption"among village cadres and the fight against corruption at the local level.This article is mainly divided into six parts.The first part is the introduction,which introduces the background of "micro corruption" of village cadres,explains the significance of studying this problem from the perspective of theory and reality,review of the national and international literature is presented,and the research ideas and methods of this paper are explained.and points out the innovation and shortcomings of this paper.The second part is related concepts and theoretical explanations,clarifying the definitions of "corruption","micro corruption" and "village cadres",and incorporates the theory of institutional corruption prevention,power balance and rent-seeking as the theoretical basis.The third part is the investigation on the "micro corruption" of cadres in F Street Village of W City(from 2017 to 2021).By collecting,sorting out and analyzing the data and typical cases of "micro corruption" of village cadres in F Street in recent five years,the current situation of "micro corruption" of village cadres is analyzed,and the characteristics of "micro corruption" of village cadres in F Street are summarized,which are slight in nature,group in subject,frequent in behavior and implicit in form,and the three major hazards of "micro corruption"of village cadres are concluded:damaging the interests of the collective and the masses,affecting the image of the party and the government deteriorate the political ecology at the grass-roots level.The fourth part analyzes the inducement mechanism of the"micro-corruption" problem of village cadres in F Street of W City.Through the analysis from the two perspectives of corruption motivation and corruption opportunities,it is concluded that the causes of the "micro-corruption" problem of village cadres are mainly four aspects:the comprehensive quality of individual motivation level is not high,the self definition is vague,the awareness of discipline and law is weak,and the treatment level is not high;The reasons for the lack of legal system at the level of system guarantee and the ineffective implementation of the system;The supervision and management level of the superior supervision is not in place,the village-level supervision is not obvious,insufficient supervision by the masses and public opinion;The punishment intensity is not large enough,the punishment scope is not wide enough,and the punishment effect is not obvious.The fifth part starts from the three dimensions of education,prevention and strike,and puts forward the countermeasures to prevent and control "micro corruption" of village cadres:improve the ideological consciousness of village cadres,strengthen construction of system and supervision system,strengthen the punishment of corruption and strengthen the deterrent.So as to continuously improve the prevention and control system of "micro corruption" in towns and streets,and further prevent the occurrence of "micro corruption".The sixth part is the summary and prospect.At the end of the document,he summarises the entire text and makes suggestions for improvement.
