A Study On The Characteristics And Influential Factors Of "Micro Corruption" Of Village Cadres

Since the 18 th National Congress of the Communist Party of China(CPC),the CPC Central Committee has always attached great importance to the work of combating corruption and promoting integrity,and always adhered to the principle of "no restricted areas,full coverage and zero tolerance".In recent years,with the continuous development of China’s social economy,rural construction has become increasingly prosperous,and the construction of a clean and honest government has also achieved significant results.The high incidence of violations of discipline and law committed by rural party members and cadres has been effectively curbed.However,from the actual situation,as the most grass-roots autonomous organization in China,the village community’s governance capacity is relatively weak,and the "micro corruption" problems of grass-roots village cadres emerge in endlessly.The issue of "micro corruption" of village cadres is complex and hidden,involving political science,economics,sociology,law and other fields.At present,China’s research on "micro corruption" of village cadres mainly focuses on macro policies or governance countermeasures.The method of using quantitative indicators for data analysis is applied to the field of "micro corruption" of village cadres,which is relatively rare in similar domestic studies.This paper collected the case data of "micro corruption" of 284 village cadres in Y City from 2019 to 2021,the population size,economic development,age and education background of village cadres and village supervision committee directors in 402 administrative villages in Y City,and used case analysis and Structural Frequency Analysis to conduct empirical research and analysis.Through case analysis,it is found that the characteristics and influencing factors of "micro corruption" of village cadres have certain regularity.The "micro corruption" of village cadres has four characteristics: first,from the perspective of the degree of party discipline punishment,the cases with small amount,light circumstances and small impact account for the majority.Second,from the perspective of problem types,the type with the highest proportion is violation of work discipline.Third,from the perspective of age distribution,the age of village cadres is positively correlated with "micro corruption".Fourth,from the perspective of educational level,the higher the educational level of village cadres,the fewer "micro corruption" problems occur.Based on the analysis of typical cases,it is found that the age structure of village cadres with "micro corruption" is positively related to the age structure of all village cadres,and the problem of "micro corruption" is more likely to occur when the age is too young or too large;The higher the educational background of village cadres,the lower the probability of "micro corruption".Through structural frequency analysis,it is found that there are four typical co occurrence states between "micro corruption" and different socio-economic factors.The economic development of the village community,population size,age of village cadres and the director of the supervision committee,educational level and other factors will affect the occurrence of "micro corruption".On the one hand,the backward economic development of the village community,the older average age of village cadres,and the lower educational background of the director of the village supervision committee will increase the probability of "micro corruption";On the other hand,the larger village community and better economic development will also increase the probability of "micro corruption".By analyzing the characteristics and influencing factors of "micro corruption" of village cadres,it aims to provide a reference basis for future village community governance,village cadres selection,etc.,and has important value in cultivating a clean and honest political ecology of grass-roots village communities.Based on the research conclusions,targeted governance measures are proposed from three levels.From the perspective of system and mechanism,it is proposed to improve village cadres’ management laws and regulations,build a list of power of small and micro enterprises,and improve the "three capital" management mechanism.From the perspective of village community construction,it is proposed to select and strengthen the village cadres,improve the comprehensive quality and ability of village cadres,and scientifically develop the village community economy.From the perspective of supervision system,it is proposed to scientifically combat corruption according to different villages,and actively play the role of the village level supervision liaison station Use "big data" to achieve seamless supervision,carry out regular village community inspection,and increase the investigation and treatment of "micro corruption".
