The Study On Mechanism Of Mulitple Subjects Involved In Community Care Services

With the rapid development of aging population in China,, it becomes to be animportant issues to build community-based social elderly care services system in order todeal with the aging problem. In the meanwhile, it has attracted the focus from thegovernment and academia. On the other hand, the transformation of modern government’srole has provided opportunity to the pattern of community care services system,"government-led and multiple s"ubjects involved.There are four subjects involved in community care services,such asgovernment,social enetrprise,non-proift organization and family.Each subject playsdifferent role in the process of supply and the relationship among them is an importantfactor to affect the normal operation of entire care services.Whether these subjects areharmonious or not is the key to whether community care services meet the demand of theelderly.In this paper, multiple subject’s responsibility and relationship will be theresearch perspective and theories about modern public services and welfare pluralism willbe the support. The author will discuss the interactive relationship among multiple subjectsand collaborative mech’anism, clarify each subjects role in cooperative relationship incommunity care services through the policy analysis and empirical research on theconstruction of community care services system in Shanghai. In addition, this paper willdeeply discuss the current situation about each s’ubjects participation and relationshipthrough the community care services system in Pu-dong New Area, ifnd problems, reasonsand reveal the inherent law of multiple subjects. On the basis of learning successfulexperience in foreign community care services, the paper will propose the path to achieve the mechanism of multiple subjects involved in community care services, that is the formof government-led, social enterprises and non-proift ’organizations implementation and’residents self-help and mutual-help, which is adapt to our national conditions, with theprinciple that government, social enterprise, non-proift organization, family will share theresponsibility and the services are offered to the elderly universally and particularly.
