| Along with the process of urbanization construction,new rural communities appear are different from both traditional villages and urban communities.The existence of new rural community in a certain sense caused has solidified the rural interests of redistribution,parts only pay attention to the rural new community construction,for the rural new community governance seriously insufficient,cause new rural community has increasingly become the intersection of various interest relations,all kinds of social contradictions.How to make rural residents live and work in peace and contentment,and gradually break the urban-rural dual structure,is the long-term goal of the new rural community security governance.Therefore,in theory,how to construct the new rural community security governance theory;in practice,how to innovate and develop the new rural community security governance,is the direction of research topics.In this paper,the author believes that public security management belongs to two completely different concepts,public security management involves wide,involving departments,considering the reality work of public security financial ability and the actual work voice,public security management work should first break the traditional concept of public security,try multi-center governance.This paper analyzes the rural new community security governance,public security governance theory,collaborative governance theory and community policing theory,select characteristics of H community as the research object,on the basis of visiting the community investigation and data analysis,discusses the causes of new rural community security governance problems,and expounds the new rural community security governance from multicenter governance subject,community policing construction,folk culture inheritance optimization to explore the new rural community security governance countermeasures.How to guarantee the equal benefit of public services,break the urban-rural dual structure,strengthen the urban-rural integration construction,so as to further change the production and living mode of the residents in the new rural community,improve the material and spiritual life of the residents,is the goal and significance of the new rural community public security management.This paper holds that it is inevitable for the new rural community public security governance to approach the multi-center governance road,Public security governance requires the participation of the government and other subjects,In particular,the streets(towns)as a grassroots government,Should cooperate with various governance departments to participate in the community public security governance,And improve the community public security governance and supervision mechanism and the main body incentive mechanism,Form a multi-center governance pattern;The government should optimize the mode of community policing work,Improve the organizational system,Strengthening intelligence and information collection,Upgrade the technical and defense projects;Promote the role change of community residents from villagers to residents,Building a mechanism for independently resolving conflicts and disputes and inheriting excellent folk culture,Improve the residents’ legal awareness and legal quality;Build a public security team with local characteristics,Cultivate professional talents and straighten out the management mechanism of the neighborhood committee. |
