Research On The Construction Of The Party's Political Discipline In The Central Soviet Area (1929-1934

Political discipline,as an important weapon to enhance the vitality and combat power of the party organization,is a fundamental guarantee to maintain the unity of the party.The Communist Party of China has always paid attention to the construction of political discipline and made it an important focus of the Party’s own construction.The construction of political discipline of the Party in the Central Soviet Area was a key move of the Communist Party of China in exploring the laws of Party construction to further consolidate and develop the Soviet regime under extremely difficult circumstances,and is of great significance in the history of Party construction.The exploration of political discipline by the Central Soviet Party organization arose and developed on the basis of a certain historical,theoretical and practical logic.The multifaceted challenges faced by the Party organization during this period,the dual crisis of imperialist oppression of the toiling masses and Nationalist encirclement,the two misguidance of the Communist International,and the problem of punitivism in the implementation of discipline in the Party,provided historical inevitability for the construction of political discipline in the Central Soviet Party.At the same time,the Communist Party of China’s assimilation of the theoretical achievements of Marx,Engels and Lenin on political direction,political stance and political guidelines in the theory of party building since its establishment,as well as the Party’s experience in exploring the construction of political discipline before the establishment of the Central Soviet Area,laid the theoretical foundation and practical basis for the construction of political discipline of the Party in the Central Soviet Area.Based on the multiple tests faced by the Central Soviet Union,the Communist Party of China carried out exploration of political discipline construction in four aspects: establishing discipline,knowing discipline,enforcing discipline,and abiding by discipline.In the formulation of political discipline,the military party committee system was improved,adhering to the principle of combining democracy and centralization and solving the real problem of the party commanding the gun;various rules and regulations,including party membership,elections,collection of party dues,and requesting reports,were formulated,further regulating the words and actions of party members;actively creating a new style of work in the Soviet Union,taking the initiative to carry out criticism and self-criticism within the party from the ideological point of view,insisting on a realistic approach in learning attitude,always keep in mind the mass line in work,and refuse to be corrupt and wasteful in life.In the education of political discipline,we carry out targeted theoretical education on political discipline for party members and cadres,and fight against wrong ideas in the party;set up disciplinary models,and play the role of demonstration and leadership of advanced models in the party and military;play the role of warning of negative cases,and clarify the bottom line of party discipline and regulations.In the implementation of political discipline,strict compliance with disciplinary provisions,adhere to no privileges;serious treatment of disciplinary behavior,so that violations of the law will be investigated.In terms of supervision of political discipline,the implementation of party supervision based on critical supervision of democratic life meetings,supervision of party inspections and specialized supervisory bodies of the Supervisory Committee,governmental supervision of the Ministry of Industry and Agriculture and supervision of grassroots mass organizations and individuals ensures all-round supervision within the party and outside the party to better serve the people.Looking back at history enlightens the future.The political discipline construction of the Party in the Central Soviet Area has both made great achievements and suffered serious setbacks,but both are valuable assets for political discipline construction in the new era.The construction of political discipline in the Central Soviet Party ensured the Party’s leadership authority and the stability of Soviet power,raised the awareness of political discipline among Party members and cadres,and brought the relationship between the Party and the people closer,but it also showed the problems of serious political discipline punctivism and the dysfunctional relationship between democracy and centralization.On this basis,summarizing the experience of political discipline construction in the Central Soviet Union,combined with the new situation and new problems faced by the Party’s political discipline construction in the new era,is of great significance for the current in-depth promotion of the Party’s political discipline construction.In the new era,we should combine "two safeguards" with internal party democracy,adhere to the combination of ideological education and serious punishment,ensure that the leading role of cadres and the role of supervision of the masses in the same direction,and promote the construction of political discipline and other discipline in concert,with the sobriety and determination to answer the answer sheet of the new era of strict governance of the Party.
