A Study On The Causes And Countermeasures Of The Deviation In The Implementation Of The Policies Of The Grass-roots Government

The current situation and problems of the policy implementation of the grassroots government in China can be observed in depth and in detail through the policy implementation process of targeted poverty alleviation.This study is a case study of local governance issues.Based on the theoretical interpretation framework of local government behavior,this paper analyzes the problems existing in the policy implementation at the grassroots level through the relevant reports on the early implementation of targeted poverty alleviation strategy by Chinese authoritative media and the data collected from field visits.The research found that in the early stage of the implementation of targeted poverty alleviation policy,some grass-roots governments had some deviations in the process of implementing the central policy.The deviations in policy implementation were mainly manifested in three phenomena: excessive implementation,insufficient execution and selective implementation.The deviation of policy implementation results in the reduction of the effect of the central government’s targeted poverty alleviation policy,and also leads to some difficulties in local governance and the waste of national financial resources.This paper analyzes the causes of policy implementation deviation in the early stage of targeted poverty alleviation from the perspective of institutional factors and social environment factors.According to relevant data shows,these problems have been realized by the central,and take the positive and effective measures to cope with in recent years,and achieved positive effect,the basic unit government in the implementation of policy implementation deviation problem in the process of the suppression and a certain degree of solution,it also ensures the precision of poverty alleviation policy made solid progress.Finally,on the basis of fully understanding the policy orientation of the central government,the paper puts forward the strategies to deal with the policy deviation at the grass-roots level.In a word,since community-level governance is the end and foundation of national governance,it is particularly important to optimize the community-level governance system and consolidate the economic and social foundation for good governance at the community-level,whether from the perspective of improving the national governance system or improving the national governance capacity.
