Research On The Current Situation And Countermeasures Of Government’s Procurement Of Public Service To Rescue Street Children

With the development of times,the organizations which can provide public service and the ways to provide public service are diversified.The public service providing mode is government-leading,society engagement.The mode has taken shape already.The government procurement of public services to improve the national welfare system has taken effect in many ways.China is faced with severe social problems during the rapid development of economic and technology.The street children problem has been a focus of our government for a long time.Since the government took actions to succor the street children,it has encountered many restraining factors.It is difficult for the government to succor the street children completely.Participating in public services,social organizations can make up for the lack of government functions.Hence,during the process of helping street children government departments should strengthen cooperation with social organizationsUnder the guidance of: Social Security Theory,Maslow’s Needs-Hierarchy Theory,Welfare Diversification Theory,and Public Governance Theory,the author summarizes the implement institution,cooperative relationship,major measures of foreign government’s uniting with social organizations in succoring the street children.And it studies on current situation of government purchasing social service to help the street children.On this basis,the author analyses the actuality of Ya’an Rescue Station’s purchasing public service to succor the street children with a conclusion that it achieved some results but has some problems as well.This paper analyzes and compares three main patterns in our country.Learning form relevant experience,the paper offers proposals for Ya’an Rescue Station’s purchasing public service to succor the street children,so that to raise the efficiency.
