| The reform and opening up have accelerated the economic and social development of our country,and the urbanization rate of all parts of the country has increased rapidly.However,our rapid urbanization is also facing severe challenges of grassroots social governance and service.Since the 18 th National Congress of the Communist Party of China(CPC),the CPC Central Committee has repeatedly raised concerns about grassroots community governance in urban and rural areas at important Party meetings.With the constant updating and improvement of communication and information technology in these years,let our country integrate social resources and build more intelligent governance network through the construction of smart community,to realize the improvement of grassroots social governance and service ability becomes a new and feasible way.In accordance with the national policy and the needs of urban and rural residents in the new era,Pengzhou City has been accelerating the construction of smart city and smart community since 2016,and has achieved pleasing results.In the third chapter,this paper deeply explores and describes the case of smart community construction in Pengzhou City by using the methods of literature research,case analysis,field investigation and interview.From the perspective of public management,in the fourth,fifth and sixth chapters,with the theory of network governance,the theory of new public service and the theory of public participation as the theoretical basis,the main practices of governance,service and public participation in the construction of smart community in Pengzhou City are analyzed in combination with actual cases.This case study of the construction of smart community in Pengzhou City concluded that the core of the construction of smart community is the original intention of "serving the people wholeheartedly" as the basis of understanding.The construction of smart community is not a simple upgrade of hardware and software equipment,but a better way of life,to solve a new problem of public management.This paper concludes that the goals and achievements of building smart communities mainly include making the community’s decision-making more scientific and democratic,establishing and perfecting the mechanism of citizen participation,and providing more efficient,convenient and professional services to the community through the joint participation of multiple social subjects.Through continuous optimization of the network of grassroots community governance,and the use of science and technology to break the original system,innovative governance methods,rich application scenarios,so as to achieve a happier life of the people,the social environment is safe,stable and orderly goals.It provides reference for government departments to build smart community continuously. |
