Research On The Reform Of Government’s Relatively Centralized Administrative Licensing Under The Perspective Of Holistic Governance

With the development of China’s market economy and the transformation of the functions of service-oriented government,the cumbersome administrative examination and approval procedures in the past can no longer meet the needs of market subjects,which not only restricts the efficiency of government public products and services supply,but also restricts the optimization and construction of China’s business environment.Therefore,under the general environment of building a socialist market economy and a government ruled by law,it is urgent to establish and improve the relatively centralized reform system of administrative licensing rights to activate the potential of market subjects,promote the reform of the government system,and improve the level of modern government management.The reform of the administrative examination and approval system is regarded as a "self revolution",and the implementation of the relatively centralized reform of administrative licensing is not only a major direction,but also a new attempt.It is an important grasp and key link to further release the vitality of market subjects and optimize the business environment in the new era.From the establishment of special administrative examination and approval institutions and the implementation of relatively centralized administrative licensing reform,the examination and approval of multiple departments has been transformed into one institution to achieve "one seal for examination and approval",completely change the management mode of "replacing management with approval",promote the transformation of government functions,and straighten out the relationship between government and society,government and market.Based on this,this paper takes the Administrative Examination and Approval Bureau of L City as the investigation object,and takes the holistic governance theory as the guidance to study the reform of the relatively centralized administrative licensing power of the government.On the basis of defining the core concepts of administrative license,relatively centralized administrative license,and administrative examination and approval bureau,the study explored the current reform of relatively centralized administrative license from a small perspective,under the guidance of the theory of holistic governance and the theory of seamless government,with the administrative examination and approval bureau as the focus.The research focuses on the case study of the Administrative Examination and Approval Bureau of L City,and explores the problems existing in the development of the Administrative Examination and Approval Bureau of L City.It believes that the advantages of centralized examination and approval have not yet emerged,the examination and approval and supervision and management are disconnected,and the integration of "Internet plus" and government and government affairs is insufficient.The main reasons are the influence of the "official standard" idea,the large internal consumption of various departments when coordinating and connecting,and the lack of standardized approval service specifications.Based on this,the study aimed at the shortcomings and causes of the above relatively centralized administrative licensing reform,and put forward targeted countermeasures and suggestions from four aspects: optimizing the administrative approval process and internal management,strengthening the integration of informatization and government affairs,refining the specific responsibilities of approval and supervision,and cultivating high-quality professional approval talents,In order to promote the reform of the government’s relatively centralized administrative licensing from the perspective of overall governance.The research can play an important role in enriching the theory of government administration and public management in China.At the same time,research on the reform of government’s relatively centralized administrative licensing power from the perspective of overall governance is conducive to promoting the improvement of the efficiency of government’s administrative licensing approval,thus promoting the construction and development of China’s service-oriented government.
