| "Corruption is the biggest cancer that endangers the vitality and combat effectiveness of the party,and anti-corruption is the most thorough self-revolution.As long as there is soil and conditions for the emergence of corruption,the anti-corruption struggle cannot be stopped for a moment,and we must always blow the clarion call,persist in promoting the integration of not daring to be corrupt,not being corrupt,and not wanting to be corrupt,and fight corruption and punish evil with a zero-tolerance attitude and never tolerate it."General Secretary Xi Jinping pointed out at the 20th National congress of the communist Party of china.Although township and rural cadres are not high-ranking officials,they have the most direct contact with the broad masses of the people and hold important resources that have a bearing on the people’s livelihood.Therefore,strengthening the study of anti-corruption by township discipline inspection commissions is of great significance to promoting the extension of strict party management to the grassroots level in an all-round way,and to carrying out the anti-corruption struggle in depth and the building of party style and clean government.By reviewing the research of township discipline inspection commissions,this paper defines the conceptual connotation of townships and discipline inspection and supervision agencies,so as to have a preliminary understanding of anti-corruption of township discipline inspection commissions and lay a foundation for further research.Focusing on the factors influencing the anti-corruption of township discipline inspection commissions,carry out investigation and research and interviews with the township discipline inspection commissions of c county in Shandong Province,make statistics on the staffing and professional knowledge level of discipline inspection commissions in 26 towns and streets in c county,collect data on discipline inspection commissions at the county level and township levels,understand the software and hardware conditions guarantee,working mechanism,work development status and other information of discipline inspection commissions,find the existing problems and analyze the causes of the problems,and propose reasonable suggestions to effectively solve the anti-corruption dilemma of the township discipline inspection commissions.clear the way for the development of china’s political system and effectively promote the modernization of the national governance system and governance capacity.Based on the theory of checks and balances and rent-seeking theory,this paper expounds the current situation of the township discipline inspection commission in c county in Shandong Province and the anti-corruption effect.Taking the township of c county in Shandong Province as an example,he pointed out the problems existing in the anti-corruption of the township discipline inspection commission:First,it is difficult for anti-corruption forces to meet the needs of anti-corruption;second,the efficiency of anti-corruption work is low;third,the supervision system is not perfect;and fourth,there is a lack of honest government education.The main reasons for the above-mentioned predicament are:first,the cadre contingent is not highly motivated to work;second,there are shortcomings in the anti-corruption work mechanism;third,the channels for township supervision are not smooth;and fourth,the standards for honest government education have not yet been established.In view of the problems and causes,the following four suggestions were summarized:First,strengthen the building of the cadre team,second,improve the township management mechanism,third,improve the township supervision system,and fourth,strengthen township anti-corruption publicity and education. |
