Research On The Dilemma And Outlet Of Anti Corruption Of Township Discipline Inspection Commission

After the 18 th National Congress of the Communist Party of China,in the context of anti-corruption and high pressure,the corruption of party members and cadres has been effectively curbed,but some bad habits have been accumulated at the grassroots level for a long time,and some corruption issues have even emerged with a new look.As the most basic-level discipline inspection organization,the township disciplinary inspection commission supervises the village cadres who have direct contact with the masses.It is crucial to consolidate the achievements of the staged victory in the anti-corruption struggle.However,the township disciplinary commissions still have many problems in the actual anti-corruption work.Solve these problems.The problem not only allows the township disciplinary committee to improve the effectiveness of anti-corruption,but also allows our party’s anti-corruption cause to gain more public recognition.Based on new public management theory,public human resource management theory,public domain theory,Mao Zedong’s administrative supervision theory,and theories related to corruption prevention,this article elaborates on the status quo of Jiangsu Province’s Township Discipline Inspection Commission and the effectiveness of anti-corruption.At the same time,it selects Y County in Jiangxi Province.The Disciplinary Committee of S Town and the Disciplinary Committee of Town A of Guangdong Province,as representatives of other provinces and townships,learned about the situation of the township disciplinary committees in other provinces except Jiangsu Province,and pointed out the problems in the anti-corruption committees of the township disciplinary committees using Q Town,M City,Jiangsu Province as an example.The phenomenon of offside and offside is serious.The second is the weak construction of the township disciplinary committee,the third is the weakening of supervision and discipline methods and conditions,and the fourth is the weak supervision of rural party members and cadres.The main reasons for the above dilemma are: first,the system and mechanism are not sound,second,the cadre team building is unreasonable,third is the degree of supervision and discipline enforcement and insufficient innovation,and fourth is the complex supervision objects and environment in rural areas.After comprehensively summarizing the predicament and reasons for the anti-corruption of the township disciplinary committees,the author refines the successful practices of enterprise management in the new public management theory and applies them to government management,uses the public human resource management theory to improve the subjective initiative of the township discipline inspection cadres,and uses the public domain theory to focus on Improve the supervision efficiency of township disciplinary committees,pay attention to the supervision of the masses based on Mao Zedong’s administrative supervision theory,use theories related to corruption prevention to explore the refinement of the current system of the township disciplinary committees,pay attention to the rule of law in handling cases,and elaborate suggestions for improving the performance of the township disciplinary committees: 1.It is to improve the system and mechanism,the second is to strengthen the construction of the cadre team,the third is to strengthen the main business of supervision,discipline and accountability,and the fourth is to innovate the rural supervision methods.From the related literature on How Net,it can be seen that the research on the functioning of the township disciplinary committees mainly focuses on how to improve the supervision effect of the township disciplinary committees on town and village cadres.There is not enough attention to strengthening the supervision of ordinary party members in rural areas.The township disciplinary committees have strengthened the supervision of ordinary party members in rural areas and have made some useful explorations.They innovatively proposed the idea of creating rural supervisors,in order to enable Q town and even other township disciplinary committees in the country that have the same anti-corruption dilemma to perform their duties more actively.Innovating anti-corruption methods and improving the level of case handling can also provide a reference for ideas and methods for comprehensively improving grassroots anti-corruption work.It is hoped that the anti-corruption effect of the township disciplinary committees can be improved,and the actual results of the anti-corruption struggle around the masses will be responded to.The demands of the masses are recognized by the masses.
