A Study On The Behavioral Logic Of Local Government Innovation Under Performance Appraisal

The Twentieth National Congress of the Communist Party of China proposed to "further build an innovative country and promote innovation in social governance",which is the new direction of the Party and the state for the theory and practice of social governance in the context of the new era.Under the guidance of the new direction,government innovation activities in various fields emerge in an endless stream,and local government innovation practice has gradually become a common choice for all government departments to carry out performance production.However,how to deal with the relationship between local government innovation and performance appraisal,highlight performance appraisal as a positive incentive for government governance,so as to promote the deepening of innovation and reform in various fields,and realize sustainable innovation is still pending.In recent years,the beneficial practice of some local government innovation performance evaluation has provided us with a feasible entry point to analyze the local government innovation under the performance evaluation.The local government has provided new research opportunities for the local government innovation under the evaluation by setting up the special evaluation of government innovation,including the special evaluation into the overall evaluation of economic and social development.Therefore,this study regards performance appraisal as the carrier of observing local government innovation,so as to explore the behavior strategy of local government when government innovation is assessed,and then consider the impact and behavior logic of local government innovation under the assessment.In order to solve the above research problems,the case study and in-depth interview method were used to select the case of "innovation and excellence" activity in Jinan City,and the whole process of government innovation performance evaluation was restored from the analysis framework of "drive-integration-objective",and then the behavior strategies of the evaluated government departments at each stage were refined,and on this basis,the impact and internal logic of local government innovation under the evaluation were discussed.The research found that(1)the triple logic:the evaluated department did a good job of goal mobilization,value mobilization and political mobilization at the beginning of the project,which reflected the logic of mobilization;The integration of innovative resources such as technology and tools in the operation stage reflects the logic of connection;In the acceptance stage of the project,continuous innovation,innovation diffusion and pilot,branding,reflect the logic of the field.(2)Behavioral impact:At the beginning of the project,the party and government forces of the local government were integrated and the goal incentive and constraint began to emerge;In the operation stage,the relationship between strip and block is coupled,and the system linkage effect is shaped;In the acceptance stage,the security zone for political achievements was formed,and the boundary of strip and block operations was extended.(3)Logical relationship:mobilization and connection play a supporting role for the field,and are the basic for the occurrence of the field.Government innovation requires political mobilization and rational allocation of resources.Mobilization logic and connection logic maintain the stability and development of field logic in practice;The field plays a key role in mobilizing and connecting the transformation in specific situations,and is the core of behavior transformation.The performance safety zone and innovation space created by the innovation assessment system arrangement reduce the innovation risk and provide the direction and guidance for innovation;Mobilization,connection and field rely on each other,with the help of innovation assessment practice carrier,so that the innovation cycle can occr.Finally,this paper proposes the optimization path to optimize the innovation performance evaluation of Chinese government departments from three aspects:the relationship between government innovation and performance evaluation,the innovation competitiveness of local governments,and the innovation ecological environment of local governments.
