Innovative Power Of The Democratic Governance Of Local Government, Research And Innovation Space

While constructing the harmonious society, the government is still a core force of push reform in the fields of economy, societyand the politics. The local government will undertake a very important responsibility. Will the reform in the society fields and politics fields be successful as in the economic fields? Local government innovation of the dynamic and space issues are very real concerns of the community. The research of the local government's innovation is very important.This paper thinks that the innovation of the local government can be divided into types: the actively innovation and the passive innovation, the passive innovation comes from external pressures , and the main source of actively innovation is in the pursuit of interests. In the field of initiative innovation, innovators can be divided into three parts: the core decision-makers, the civil servants and social benefits — layers. The role of three different levels is different, but from the view of economic perspective, the three levels above pursue the short-term interests. The active innovation of the local government can be divided into eight kinds. According to the analysis we can find that the local government has the innovation motivation in the economic fields, but there is a lack of innovation motivation in the political and social fields.As for the county class of local government, because of the lack of innovation contents, innovation power, innovation knowledge, innovation result and the guarantee with innovation, local governments also lack the appropriate innovative space in the current pressure system.The high-pressure system in the current transition of the society is inevitable and necessary; on the other hand, there are also shortcomings. How to fully mobilize local government's motivity in the field of social and political will be considered in a long time.
