| With the rapid development of communication technology and the widespread popularity of mobile phones,the extension of government services to mobile terminals has become the rightful meaning of the in-depth development of the Internet Plus Government Services initiative.And the construction of m-government is also a necessary measure to optimize government services and respond to public demand.The construction of m-government in China has also accelerated with the continuous expansion of e-government.As of June 2021,31 provincial governments have mobile government APPs.The innovation and dissemination of government APPs at the provincial government level is a typical policy diffusion process,but little academic attention has been paid to it.There are still some key issues to be explored in mobile government diffusion,such as diffusion influencing factors and diffusion paths.From the perspective of policy innovation diffusion,this study examines the innovation and diffusion phenomenon of government APPs among provincial governments in China.Firstly,this study analyzes the diffusion process and the current situation of provincial government APPs,and finds that the diffusion of provincial government APPs shows the characteristics of "S" curve in time dimension,and tends to spread from eastern developed regions to central and western regions in spatial dimension.Provincial government APPs are not only available,but also useful.Secondly,a theoretical framework is constructed by combining policy innovation diffusion theory and TOE theory.Based on the time series data and cross-sectional data of 31 provincial governments from 2013 to 2021,logistic regression was used to analyze the factors affecting the adoption of provincial government APP.It is found that the information foundation,portal service capacity,policy support,financial resources and competitive pressure have a significant impact.Then used qualitative comparative analysis to get the combination of conditional variables for earlier adoption of provincial government APP,and three paths are summarized: autonomous optimization type,organization guarantee type and policy driven type.Finally,based on the analysis results,some targeted policy recommendations are put forward,including strengthening information construction,increasing financial support,optimizing the policy environment,improving innovation mechanisms,strengthening intergovernmental interaction,promoting exchange and learning. |
