Study On The Pension Work In The Shaanxi-Gansu-Ningxia Border Region During The Anti-Japanese War

During the war period,the Shaanxi-Ganjiang-Ningxia border area was closed to traffic,natural disasters,and low productivity,and was besieged by multiple forces.Pension groups represented by soldiers and their families who have sacrificed or disabled cannot maintain basic living standards on their own.To this end,the CPC Central Committee and the Shaanxi-Gansu-Ningxia Border Region Government have formulated a series of laws and regulations related to preferential pensions,covering the life,production,education,marriage and other aspects of the pension group.With the efforts of the party and the border region government,the border region’s preferential pension work has achieved positive results and played a positive role in promoting the victory of the Anti-Japanese War.Therefore,the study of the pension work in the Shaanxi-Gansu-Ningxia Border Region during the Anti-Japanese War has important historical significance and research value in the history of the Communist Party of China and the history of the Anti-Japanese War.The academic research on the pension work in the Shaanxi-Gansu-Ningxia Border Region during the Anti-Japanese War was mainly as a part of the research on social security or people’s livelihood construction,and the border area pension work was less studied as an independent section,lacking the focus of research.Taking the history of the Anti-Japanese War as the research background and the pension work in the Shaanxi-Gansu-Ningxia Border Region as the research object,this paper attempts to explore the content,characteristics,effectiveness and experience of the pension work in the Border Region and its enlightenment to the contemporary social special care work.During the Anti-Japanese War,the Communist Party of China and the Shaanxi-Gansu-Ningxia Border Region government introduced a series of pension policies according to the natural and social conditions and wartime environment at that time,and put them into practice.The pension work in the Shaanxi-Gansu-Ningxia Border Region inherits and improves the party’s pension thought during the Agrarian Revolution,and presents new characteristics and experience.With the efforts of various forces,the pension work in the Shaanxi-Gansu-Ningxia Border Region has played a positive role in safeguarding the interests of the pension groups,safeguarding the combat forces of the front-line forces,and stabilizing the social order in the border region.It also shows the characteristics of focusing on legal construction,following the conditions of social and economic development,and attaching importance to the strength of the people.At the same time,the pension work in the Shaanxi-Gansu-Ningxia Border Region emphasizes the unity of material pension and spiritual pension,attaches importance to the implementation effect of the work,and forms a sharp contrast with the effectiveness of the pension work of the Kuomintang in the same period.It is one of the important factors for the Communist Party of China to lead the people to win the Anti-Japanese War.The research in this paper is helpful to improve the research on the history of the CPC ’s hundred-year system and the history of regional governance,and hopes to enlighten the innovation of social special care in the new era.
