An Empirical Study On The Influencing Factors Of The Public’s Willingness To Use Government Wechat

In recent years,the popularization of mobile smartphones has not only assisted in the construction of national network infrastructure and promoted the development of the internet,but also provided a breeding ground for the development of government agencies’ online governance.As an official government platform that can provide services to the public on mobile terminals,government WeChat has increased the channels for government departments to inquire about online politics,which has also played an important role in assisting the public sector in building a service-oriented government.Since the launch of the WeChat public platform,government departments at all levels in all cities in Heilongjiang Province have successively launched official government WeChat.Taking Harbin City as an example,it includes many official account such as "Harbin Municipal Government Website" and "Harbin People’s Society" to share the service pressure of offline government offices,improve public service capabilities,and gradually realize the demands of the public for online and ready handling.Ten years have passed since the opening of the first government WeChat account.As a new media for government affairs,government WeChat has already had a massive audience.However,based on various types of government WeChat accounts in Harbin,its public usage,government processing,and reading comments are still in a weak position compared to similar government WeChat accounts in other provinces and cities,and there is still a problem of low public usage.In order to further enhance the influence of the government affairs WeChat official account and enhance the user stickiness of the official account,it is particularly important to analyze the key factors that affect the public’s use of government affairs WeChat.On the basis of multiple studies,this paper takes the integrated science and technology acceptance model as the basis,refers to the rational behavior theory and the information system success model,takes the official account of "Harbin Municipal Government Network" as the research object,takes the citizens who use the official account in Harbin as the data samples collected,and combines the characteristics and functions of government WeChat to build a theoretical model of the influencing factors of public use of government WeChat in Harbin.The model incorporates eight influencing factors into the study,including behavior attitude,expected utility,effort expectation,social impact,convenience,information quality,service quality and system quality,and further proposes the follow-up research hypothesis by establishing the influencing factor model.Before the formal release of the questionnaire,the pre-survey questionnaire was designed according to the relevant factors sorted out,and the formal questionnaire was designed after the indicators were qualified.The formal questionnaire collected 262 valid questionnaires online through the online questionnaire collection platform.After the descriptive analysis of the data,the sample was further analyzed through SPSS 22.0 and AMOS 24.0.Finally,the road test was carried out to analyze the hypothetical conditions of the factors affecting public use.The research results show that information quality has an impact on expected utility,system quality on effort expectation and convenience conditions,and service quality has an impact on behavior and attitude.The five factors of expected utility,effort expectation,social impact,convenience conditions,and behavior and attitude also affect the public’s willingness to use political WeChat at the same time.Taking the "Harbin Municipal Government Network" as an example,this paper conducts empirical analysis from the eight core dimensions of the model,constructs the influencing factor model of public use intention with government WeChat as the research subject,builds a brick for the theoretical research of public use intention,provides a reference point for the government departments to improve the operation mode,and discusses it in the conclusion of the article,and puts forward the future research prospects of government WeChat.
