| The new era calls for new responsibilities and new achievements.As an important bridge connecting the country with society,grassroots cadres are important subjects in implementing government policies,propagating Party and government guidelines,and providing public services.They are at the forefront of reform and development,and can more keenly identify problems in their work and understand the demands of the masses.At present,with the advancement of the modernization of the national governance system and governance capacity,our grassroots governance is increasingly deepening towards the direction of refinement.Facing the new journey,the Party and the state have repeatedly stressed the importance of grassroots work for comprehensively deepening reform,requiring officials to forge ahead with determination,correctly foresee and deal with difficulties on the road ahead,and improve their ability and sense of responsibility.Therefore,how to inspire the reform oriented organizational citizen behavior of the grassroots civil servants in Chinese government departments is of great significance to the construction of the new development pattern and the government organization management.Change-oriented organizational citizenship behavior refers to the behavior that grassroots civil servants take the initiative to put forward constructive opinions on the working procedures and methods of the organization in addition to the existing task requirements in order to improve the status quo of the organization,improve service efficiency and public service level.However,it can be seen from the literature review that there is still a lack of research on grassroots civil servants’ change-oriented organizational citizenship behavior by Chinese scholars,and most of them take positive leadership type and leadership member relationship as independent variables,while there are few studies on the influence of pressure on grassroots civil servants’ change-oriented organizational citizenship behavior from the perspective of pressure sources.Therefore,this paper discusses the influence of career plateau on the behavior of grassroots civil servants in the real situation through social exchange theory and resource conservation theory.On this basis,job burnout,insider identity perception and organizational support are introduced as mediating variables and moderating variables,and a dual-intermediary theoretical model is built.Through questionnaire survey,an empirical study was conducted on 329 effective sample data of civil servants in some areas of Heilongjiang Province.The results showed that:(1)Occupational plateau had a negative predictive effect on change-oriented organizational citizenship behavior;(2)Job burnout plays a mediating role in the influence of career plateau on change-oriented organizational citizenship behavior;(3)Insider’s perception of identity plays a mediating role in the influence of occupational plateau on change-oriented organizational citizenship behavior;(4)Perceived organizational support plays a moderating role in the influence of occupational plateau on job burnout;(5)Perceived organizational support plays a moderating role in the influence of occupational plateau on insider’s identity perception,that is,the higher the perceived organizational support,the weaker the influence of occupational plateau on insider’s identity perception.Finally,through the analysis and discussion of the empirical results,this study puts forward corresponding suggestions and measures for the management of grassroots civil servants from the individual level and the organizational level. |
