For the past few years,a series of domestic policies and principles of the state have repeatedly emphasized the need to strengthen the contingent of backbone ruling cadres and the contingent of qualified personnel.The individual’s ability to change and innovate is an important part of the construction of the contingent of talented people,so improving the ability of the cadre contingent to change and innovate is a new trend and important task in the construction of the contingent of ruling talents in the new era.In addition,as the specific implementer of various policies,the cadre team needs to stimulate their own sense of change and innovative behavior,so as to improve the work efficiency and service quality of government officials and build a government that the people are satisfied with.Scholars refer to the above-mentioned individual behaviors of actively innovating,promoting change,and promoting organizational change as change-oriented organizational citizenship behavior.However,at present,the relevant research on this behavior in China needs to be explored in depth.At the same time,studies have confirmed that the civic behavior of subordinate change-oriented organizations is quite influenced by leadership styles,such as transformational leadership.It is worth noting that the influence of humble leadership as one of many leadership styles on the civic behavior of subordinate change-oriented organizations is not sufficiently studied,and the psychological dynamic process of how humble leaders stimulate the citizen behavior of subordinate change-oriented organizations needs to be further revealed.In order to deeply explore the relationship between humble leadership and the change-oriented organizational citizens behavior,based on social cognitive theory,this paper introduces an important variable that can reflect psychological perception-psychological empowerment,further demonstrates the relationship between humble leadership and change-oriented organizational citizenship behavior,and attempts to explain how humble leadership stimulates subordinates to implement change-oriented organizational citizenship behavior through psychological empowerment.To this end,this paper puts forward some hypotheses,that is,humble leadership has a positive impact on change-oriented organizational citizenship behavior;humble leaders have a positive impact on psychological empowerment;psychological empowerment has a positive impact on change-oriented organizational citizenship behavior;and humble leaders influence change-oriented organizational citizenship behavior of subordinate through psychological empowerment.This paper distributed questionnaires to some civil servants in Chengdu to obtain sample data.Based on the empirical analysis of 204 valid samples,it is found that: on the one hand,humble leadership has a positive impact on subordinates’ change-oriented organizational citizenship behavior.In other words,the higher the level of humility leadership behavior is,the better it is to stimulate the subordinates’ change-oriented organizational citizenship behavior.This paper enrich the research content of humble leadership and change-oriented organizational citizenship behavior in the context of public sector,extend the influencing factors of change-oriented organizational citizenship behavior,namely antecedent variables,and expand the influencing mechanism of humble leadership change-oriented organizational citizenship behavior.The results of this study provide useful enlightenment for optimizing the cadre team construction,improving the efficiency of government work and enhancing the government credibility under the new situation of China.
