Work procrastination refers to the behavior of individuals who intentionally,frequently and unnecessarily delay the start or end of tasks that should be completed on time.It is an important factor affecting work performance in organizational behavior.In order to improve the work procrastination behavior of grassroots civil servants,this study,from the perspective of emotional management,examines the influence of career plateau phenomenon on the procrastination behavior of grassroots civil servants,and discusses the possible psychological mechanism and conditions.Due to the special pyramid system of civil servants,a large number of grassroots civil servants are facing the promotion dilemma,they feel emotional exhaustion and have a sense of job burnout,resulting in decreased work enthusiasm and increased procrastination,so the management of emotions has become particularly important.By revealing the relationship among career plateau,job burnout,emotional management and procrastination,the research content and application scope of relevant theories are enriched to provide meaningful guidance for solving the work procrastination problem of grassroots civil servants.In this study,333 grassroots civil servants were investigated by using Civil Service Career Highland Questionnaire,Maslach Burnout Inventory-General Survey,Public Service Emotional Management Questionnaire,Work Procrastination Scale,to examine the mediating role of job burnout in career plateau and procrastination behavior and the regulating role of emotional management in job burnout and procrastination behavior.A total of 306 valid questionnaires were collected for descriptive statistics,difference detection,correlation analysis and mediating effect analysis.The results show that:(1)there are some differences in career plateau,job burnout,emotional management and procrastination behaviors of grassroots civil servants in terms of gender,age,education level,marital status,working years,work unit and position level.(2)the career plateau of grassroots civil servants has a significant positive prediction effect on job burnout and procrastination,and job burnout has a significant positive prediction effect on procrastination;(3)job burnout of grassroots civil servants plays an intermediary role in job plateau and procrastination,and emotional management plays a regulating role in the influence path of job burnout and procrastination.This study explored the predictive effect of career plateau on procrastination,and viewed the impact of job burnout and emotional management on procrastination from a new perspective,providing new ideas for improving procrastination.Thus,it can be concluded that the serious career plateau of grassroots civil servants can enhance job burnout,and thus increase procrastination.However,under the condition of high job burnout and low job burnout,emotional management has a significant negative buffering effect on procrastination,and the regulating effect of emotional management is more significant under the condition of high job burnout.In general,from the perspective of emotional management,we can find ways to improve the procrastination behavior of grassroots civil servants.
