As a traditional agricultural country,China’s countryside and agriculture have a pivotal position at the national social level.If the foundation is not firm,the ground will be shaken,and agriculture is the foundation and guarantee of normal governance and social operation in China.The 19 th Party Congress put forward the strategy of revitalizing the countryside and clearly pointed out how to take the road of revitalizing the countryside.To revitalize the countryside,talents are the key.Entering a new stage of development,with the raging emergence of new industries and new businesses in the countryside,better requirements are put forward for the quantity,quality and ability of rural talents.In recent years,Lijin County has actively responded to the policies and guidelines of the Party Central Committee on the revitalization of rural talents,actively explored and tried to build rural talents,and achieved positive results,and the team of rural talents has gradually grown.However,due to economic and consciousness reasons,it still faces many weak links: the mechanism and policy for attracting talents are not perfect,the quality and ability of talents still need to be improved,the continuous outflow of talents,the policy implementation is not in place heavy,the follow-up guarantee system is still not sound and other problems are still serious,and there is still a big gap between the overall development level of rural talents and the requirements of rural revitalization and the requirements of high-quality agricultural development.Therefore,it is extremely important to study and explore how to play the leading role of county government and create a high-level and high-quality rural talent revitalization team in Lijin County to promote the transformation and upgrading of agricultural industry in Lijin County,further improve the overall living standard of rural farmers,promote economic and social development and achieve high-quality development.This thesis investigates and researches the actual development of rural talent revitalization in Lijin County,Dongying City,and analyzes statistical data on it.The investigation methods include field visit and observation method,questionnaire survey method and interview method,and through in-depth research and analysis,problems are identified and countermeasures are proposed according to local conditions.There are five parts in this paper.Chapter 1 elaborates the research problem,research objectives,research significance,discusses the research method,technical route and feasibility analysis;Chapter 2 analyzes the related concepts,theoretical foundation and analytical framework,taking human capital theory,Maslow’s hierarchy of needs theory and overall government theory as the theoretical foundation;Chapter 3 analyzes the current situation of rural talent revitalization work in Lijin County and summarizes the Lijin County-level government Chapter 4 analyzes the problems in the process of revitalization of rural talents in Lijin County and the factors that have caused them,mainly including the lack of attention of the county-level government to the revitalization of rural talents,the lack of the government’s policy on the revitalization of rural talents,the lack of the government’s policy on the revitalization of rural talents,the lack of the government’s policy on the revitalization of rural talents,the lack of the government’s policy on the revitalization of rural talents and the lack of the government’s policy on the revitalization of rural talents.The fifth chapter gives opinions and suggestions from the aspects of building a talent management work pattern,deepening mechanism reform,creating a three-dimensional attraction and training system,focusing on industry empowerment to provide a development platform,and creating a high-quality ecosphere to provide guidance for further smooth development of rural talent revitalization work in Lijin County.The advice and suggestions were given in the following aspects... |
