| With the rapid development and transformation of social structure,many urban areas have stepped into the risk society,and various security problems emerge in an endless stream,which directly threaten the life and property safety of the masses of people.The report of the 20 th National Congress of the Communist Party of China pointed out that "we should adhere to the purpose of people’s safety,adhere to the balance between development and security,and improve the level of public security management." This fully demonstrates the importance and urgency of strengthening community-level governance,improving the public security service system,and improving the public security capability.As the basic unit of social management,community is an important link of government management at the grass-roots level.Only social security can bring about a "people-centered" peace and contentment.The construction of safe community is an important measure to improve the public safety system work,is to effectively improve the safety awareness of residents,prevent safety accidents and reduce accident injury system engineering,is to benefit the people’s livelihood project.This paper takes Jiangyang District of Luzhou City as an example,takes collaborative governance theory and PDCA cycle theory as the theoretical basis,and on the basis of combing related literature on safe community construction,through case analysis,field interview,questionnaire survey and other methods,finds that Jiangyang District has existing work on safe community construction and continuous improvement: Problems such as reduced degree of government collaborative participation,weak willingness of construction subjects to create,ineffective collaborative participation of multiple subjects,uneven construction of voluntary organizations,and insufficient collaborative governance environment are analyzed.Finally,combined with the actual construction work of safe community in Jiangyang District of Luzhou City,it is pointed out that the government should strengthen the organizational guidance and consolidate the foundation of cooperation.The construction unit level should take the initiative to cooperate,optimize the resource guarantee;Enterprises and public institutions should give full play to their main advantages to help sustainable construction;Volunteer team level to strengthen the team construction,improve the quality of service;The residents should deepen the publicity and education,promote full participation and other countermeasures and suggestions. |
