Local Government Promotes Research On Sustainable Development Of Pastoral Complex

The report of the 20th National Congress of the Communist Party of China has consistently regarded solving the "three rural issues" as the top priority of the whole party’s work,and emphatically pointed out:We must always put agriculture and rural areas in the first place,accelerate the construction of a large agricultural country,and realize the revitalization of rural industries,talents,culture,ecology,and organizations.In February 2017,a new approach to rural development appeared in Central Document No.1,followed by a series of policies issued by central departments to promote the construction and development of pastoral complexes in rural areas.Taking Qingdao Biaoshan Pastoral Complex as an example,this paper deeply analyzes the policy implementation problems and reasons of local governments in the process of implementing the sustainable development of Qingdao Biaoshan Pastoral Complex,aiming to propose countermeasures for local governments to promote the sustainable development of Pastoral Complex to solve the current problems.Based on the theory of service-oriented government,public governance,and sustainable development,this article conducts a thorough analysis of the current sustainable development status of the Biaoshan pastoral complex in Qingdao,as well as the practices and achievements of local governments in promoting the sustainable development of the pastoral complex.Through interviews and data analysis,it was found that the local government has insufficient policy support for sustainable development of the Biaoshan pastoral complex in Qingdao.The foundation for sustainable development of industrial integration is not solid,the exploration of sustainable development of cultural resources is insufficient,the sustainable development of business environment is insufficient,the positioning of sustainable development of pastoral income generation is not accurate,and the sustainable development of employment environment lags behind,Analyze the reasons for the problems,including incomplete functional transformation and weak establishment of sustainable development service concepts;Some regions are affected by the "Five Lines" and the development of industrial integration is limited;The guiding force for exploring cultural characteristics is not strong;The absence,dislocation,and offside of government functions affect the construction of a business environment;The cultivation mechanism for new vocational farmers is not sound;Local governments do not attach enough importance to talent and advanced technology.Based on the actual situation of sustainable development of the Biaoshan pastoral complex in Qingdao,this article proposes an optimization path for local governments to promote the sustainable development of pastoral complexes,mainly through precise macro control direction and enhanced support for sustainable development;Strengthen the deep integration of industries and build a solid foundation for sustainable development;Carefully create a brand image and promote the sustainable development of cultural "soft power";Improve the level of public services and create a sustainable business environment;Stimulate the endogenous motivation of new vocational farmers and achieve sustainable pastoral income generation development;Strengthen the construction of talent teams,promote the sustainable development of employment environment,etc.,in order to provide guidance for the optimization of government functions in the sustainable development of pastoral complexes in other regions.
