Study On The Government Function In The Development Of Rural Complex In Alxa League

Rural complex is an important node in the implementation of Rural Revitalization Strategy.The state believes that the government should play a leading role in the construction and development of rural complexes,but there is no clear definition of how to play this role,what content,boundary and scope.In practice,local governments have a certain degree of randomness in performing their duties.This paper takes the shuangjingtan ecological resettlement demonstration area as the research object,and comprehensively analyzes the work done by the district government in the process of the construction of the rural complex by using the field investigation method,literature method,case analysis method and other methods,discusses the possible defects in the government work,analyzes the reasons,It provides certain guidance and reference for the government work of the twin well beach demonstration area and other relevant areas.This paper discusses the research background and significance in detail,the related concepts of rural complex and government functions are explained in detail,and the relevant theories of service-oriented government are discussed and analyzed in detail.From the perspective of the development status of the twin well beach demonstration area and the government function,this paper expounds the advantages of the twin well beach demonstration area in the development of the rural complex in terms of resources,location,industry and culture,reviews the work of the twin well beach demonstration area,and combs the three major problems in its work: first,the government function positioning is not accurate,second,the infrastructure is not perfect,and Third,,the talent attraction of remote areas is insufficient.Comparing with the problems found,the reasons for the problems are analyzed.There are three main reasons: the transformation of administrative concepts is not complete enough,the lack of standardized guidance services for rural complexes,The lack,dislocation and offside of government functions,and the imperfect training mechanism of professional talent resources.In view of the above problems,we need to study in-depth the demonstration areas of creative agriculture or rural tourism with good development momentum at home and abroad,and learn from the successful experience of local governments in guidance and support.Through the above research,we have listed three highly targeted suggestions based on the existing problems,causes of problems and domestic and foreign experiences.First,the government should accurately grasp its functional positioning and guide the construction of market-oriented mechanism of rural complexes.Second,explore deep integration schemes and mobilize the enthusiasm of all parties.Third,we should intensify the cultivation and introduction of talents.Up to now,China has made certain achievements in the construction of rural complexes,and in the follow-up construction of rural complexes,the local government has accumulated a lot of experience,but there are still problems that cannot be ignored.However,we also believe that under the scientific and powerful policy guidance of the local government,the high-quality development of the rural complex will be promoted and contribute to the revitalization of the countryside.
