Research On The Pilot Construction Of "Pastoral Complex" From The Perspective Of Stakeholders

With the rapid development of urbanization and industrialization in China,the gap between urban and rural areas is also increasing,coupled with the large flow of rural population to cities,rural areas appear serious hollowing,land shelving,waste of resources,single mode of operation and other problems.Rural development has always been the focus of our country.On February 5,2017,the Central "document No.1" first put forward a new model of rural development of "rural complex ",which aims to enable farmers to participate more fully in rural development and construction,thus increasing the endogenous motive force of rural development,invigorating rural resources and better benefiting farmers from rural development.The 19 th CPC National Congress of the Party has put forward the implementation of the strategy of rural revitalization,and once again pushed the construction of rural complex to a new stage.The construction of rural complex is conducive to promoting the process of agricultural modernization in China and plays an important role in promoting agricultural supply-side reform.Therefore,the research on rural complex pilot construction is of great significance to China’s policy pilot and rural development construction.The implementation of rural complex policy pilot can not be separated from the corresponding builders and developers and other subjects,according to the rural complex policy pilot construction involved in the main body,that is,the rural complex pilot construction of organizations and individuals that have a direct or indirect impact,to find the main stakeholders.On the basis of summarizing and summarizing the present situation and development of rural complex policy pilot construction at home and abroad,this paper defines the stakeholders of Dolly Company in the pilot construction of rural complex in Pidu District of Chengdu through stakeholder theory,and identifies four main stakeholders involved in the construction process: government,Dolly Company,village collective and villagers.Through the methods of interview and observation,we can find out the main demands of various stakeholders and how they can solve these problems through interactive consultation,so as to promote the pilot construction of rural complex smoothly.Through the research on the interaction and cooperation measures of various stakeholders,it is concluded that the pilot construction of rural complex policy needs the participation of all stakeholders,so as to ensure the smooth implementation of rural complex construction.Finally,based on the data obtained and analyzed,this paper extracts the new pilot type of rural complex policy pilot construction in the context of rural revitalization,that is,consultative pilot,in order to produce a certain reference and directive role for the pilot construction of rural complex in our region and other regions.Based on the logic and method of case study,this paper tries to explore how the stakeholders involved in the policy pilot process of rural complex meet their interests in practice and promote the rural complex pilot construction smoothly.It is innovative to study the pilot construction of pastoral complex from the perspective of introducing stakeholders.Therefore,through the analysis of various stakeholders involved in the pilot construction of rural complex and their corresponding demands and settlement mechanisms from the perspective of stakeholders,the situation of the pilot construction of rural complex can be more comprehensively understood,thus playing a certain basic role in promoting this policy throughout the country.
