Research On The Problems And Optimization Path Of District Government Approval Service Reform

Administrative examination and approval,as a service channel for the government to implement prior supervision,is a key factor affecting the regional economy,social development and government image.The reform of examination and approval service is an important measure in the implementation of various reforms in China since the 18 th National Congress of the Communist Party of China.It is an important part of the reform of the system and mechanism of state organs.It is also a powerful means to transform to a service-oriented government,an efficient government,a government ruled by law,and a clean government.Nowadays,China’s economy has developed by leaps and bounds,and has entered the new normal development.Therefore,the reorientation of government functions is particularly important.The reform of examination and approval service needs to be further deepened and innovated.Giving full play to its decisive role in the allocation of resources under abnormal conditions and giving better play to the service role and guiding role of organs and departments are the inevitable requirements for comprehensively promoting the deepening of reform,as well as the inevitable measures for promoting high-quality economic development and building a service-oriented government with the satisfaction of the masses,customers and enterprises.As the focus of further implementing the reform of "decentralization,management and service",the reform of examination and approval service is particularly important to promote and deepen the reform of examination and approval service.This article takes Erdao District of Changchun City as the research object,combined with the limited government theory,service-oriented government theory and government regulation theory,carries out in-depth research on the approval service reform of Erdao District of Changchun City through literature research,field interview,comparative analysis and other research methods,compares and analyzes the advanced reform experience at home and abroad,and summarizes the experience of Changchun in recent years In the examination and approval service reform of Erdao District,there are "five ones"(one network integration,one chapter examination and approval,one-stop service,one-time completion,integrated supervision),"five modernizations"(template guidance notification,flat linkage examination and approval,standardized time limited survey,specific multi-dimensional evaluation,whole process project promotion)and other innovative measures.It also analyzes the problems and deficiencies in the reform,such as the lack of thorough decentralization,the limited space for deepening the reform,the difficulties faced by data sharing,and the existence of gray areas in the supervision,and puts forward some suggestions,such as improving the construction of examination and approval service system and mechanism,strengthening the supervision before,during and after the event,which are consistent with the economic level,political environment,humanistic environment and business environment of the old industrial base Strengthen the integration of data and information,improve the efficiency,improve the overall service level of the old city.Thus,it can provide effective reference for the further improvement of the quality of examination and approval service reform and the continuous optimization of business environment in Erdao District of Changchun City,and provide replicable and promotable reform experience for other local governments with similar economic and social development and Erdao District of Changchun City to promote examination and approval service reform.
