On November 4,2021,the General Office of the Ministry of Housing and Urban-Rural Development issued the ’Notice on the First Batch of Urban Renewal Pilot Work’.Suzhou is one of the first pilot cities for urban renewal in China.Suzhou is the most classical city in China.Its cultural heritage and historical accumulation are extremely rich.It is also the country ’s first "historical and cultural city protection demonstration area." It is a world-renowned tourist city with rich cultural heritage.The development of tourism and the improvement of urban competitiveness have put forward higher requirements for the image of the ancient city of Suzhou.On the basis of inheriting and carrying forward the history and culture of Suzhou,it is necessary to innovate and enhance the characteristics and image of the ancient city of Suzhou,so as to make it a demonstration of ’historical and cultural city’ in the true sense.How to integrate traditional culture and modern life in the process of urban renewal,make historical inheritance and technological innovation complement each other,make the development of Suzhou ancient city vigorous,and find a suitable urban renewal path for Suzhou urban characteristics is the focus of this paper.From the perspective of public management,this paper synthesizes the research results of the academic community in the renewal of the ancient city,and takes the ancient city of Suzhou(Suzhou National Historic and Cultural City Protection Area)as a research case.On the basis of combing the renewal process and current situation of the ancient city of Suzhou,this paper finds out the problems and dilemmas of the renewal of the ancient city of Suzhou:(1)The contradiction between public service and modern high-quality demand is still unresolved,and the traffic management of the ancient city still needs to be optimized;(2)Low public participation,low social capital participation;(3)Insufficient overall planning,long-term governance still needs to be optimized;(4)The professional degree of the ancient city renewal is not high,and the concept of the ancient city renewal is single;(5)Urban cultural resources are not fully awakened,and the activation and utilization mode of ancient city resources still needs to be optimized.The reasons are analyzed:(1)It is difficult to coordinate the interests of the renewal subjects,and the situation of multi-governance has not yet formed;(2)Lack of collaborative implementation mechanism,multi-party participation guarantee mechanism is not perfect;(3)The government coordination mechanism is not perfect,and the system innovation is difficult.(4)the government guidance ability is weak,update policy is lagging behind;(5)The power and responsibility of intergovernmental coordination is unbalanced,and the concept of coordination is not formed.It focuses on the government’s coping strategies in the renewal of the ancient city of Suzhou.It draws on the experience of the renewal of the old city at home and abroad in Nanjing ’s Little West Lake,London’s King’s Cross Street and Japan’s Huatian Community,and proposes the Suzhou government ’s response:(1)Improve the living environment and pay attention to urban characteristics and quality;(2)Improve the collaborative governance system and strengthen coordination and multi-party participation;(3)Continuously optimize the institutional mechanisms for the renewal of the ancient city and strengthen the overall planning and guidance;(4)Strengthen departmental collaboration and accelerate the transformation of government role;(5)Optimize and publicize the concept of ancient city renewal and accelerate the introduction and training of talents.
