Research On Problems And Countermeasures In Local Government Emergency Command Process

China has a vast territory and a large population,and a large number of emergencies occur every year.Among them,serious emergencies cause huge losses and impacts,seriously endangering the life and property safety and social stability of the Chinese people.Therefore,it is urgent to explore and apply new emergency management models and improve the existing emergency management system.In the process of emergency management,effective command and quick response are the keys to effective emergency response.As the core of emergency disposal,emergency command determines the impact degree and loss caused by an emergency.At present,domestic and foreign scholars have studied more on emergency management,but less on emergency command.However,it is very necessary to study emergency command.I hope to better interpret the essence of emergency command and clarify the influence of the characteristics of national administrative system on emergency command through this study,so as to promote the construction and development of China’s emergency management system.Based on the necessity of emergency management and emergency command,this paper points out the core role of emergency command in emergency management.Combined with the reality of SD Province,this paper analyzes the current situation of local government’s emergency command process from three aspects: the main body of emergency command,emergency command procedure and emergency command guarantee.By analyzing typical cases,It found that the current local government emergency command process in the lack of standardized emergency command organization system,emergency command coordination mechanism is not perfect,emergency command information level is not high three aspects of the problem.In view of the problems,three countermeasures and suggestions are put forward to establish standardized emergency command organization system,perfect emergency command coordination linkage mechanism and accelerate emergency command information construction.
