Research On Villagers’ Effective Participation In Villagers’ Autonomy

In 2020,Central Document No.1 explicitly proposed that we should mobilize the masses to participate in rural governance and enhance their sense of ownership.Villagers’autonomy is the direct embodiment of the people’s masters of the family.However,with the development of society,the current villagers’ autonomy system is difficult to meet the needs of villagers’ political participation,and the development of villagers’ autonomy system is in a dilemma.Therefore,we must explore the effective realization form of villagers’ autonomy.As the main body of autonomy,villagers’ effective participation in autonomy is of great significance to enhance the development of autonomy system and truly realize the effective governance of rural society.Based on the theory of participatory democracy and the people-centered philosophy of development,combined with the results of 364 questionnaires and field interviews distributed in L county,this paper analyzes the current situation of villagers’ participation in autonomy from five aspects:participation consciousness,participation ability,participation conditions,participation system and participation guarantee.The results show that,on the whole,villagers’ participation in autonomy is insufficient in depth and breadth.In terms of willingness to participate,there is a problem that the willingness to participate is high but the actual level of participation is low.In the process of participation,villagers’participation in democratic elections is higher than other affairs.In terms of participation ability,the overall participation ability of villagers is poor due to the low education level of villagers,the loss of young and highly educated villagers and the differentiation of participation ability.In terms of participation conditions,there are few channels for villagers to participate in autonomy,the fashion of joint participation in autonomy in the participation atmosphere has not been formed,the means of participation is single,and the convenience of participation is poor.In the participation system,the clarity of participation laws and regulations needs to be strengthened,the role of social organizations in Villagers’autonomy is low,and the problem of cross functions in the participation mechanism affects villagers’ participation in autonomy.Finally,there are some problems in the participation security,such as the villagers’ insufficient understanding of the participation security measures and the lack of participation security.According to the analysis of the above situation,it is found that the factors hindering villagers’ participation in autonomy are villagers’ negative exercise of participation rights,villagers’ low cultural level,inconvenient participation conditions of autonomy,inconsistent participation system with practical needs,and imperfect guarantee methods of villagers’ autonomy.Finally,in view of these problems,from cultivating villagers’ participation consciousness,strengthening the identity of subject status;Improve villagers’ participation ability and ensure effective participation;Optimizing the participation conditions of villagers and improving the participation convenience;Countermeasures and suggestions are put forward from five aspects:improving the participation system,enhancing the participation norms,perfecting the guarantee measures of villagers’ autonomy,and enhancing the guarantee strength.
