At present,the total number of vehicles in China is increasing rapidly,and "parking difficulty" has become one of the most difficult problems in people’s travel.According to the official statistics of the Traffic Management Bureau of the Ministry of Public Security,by the end of 2020,the number of vehicles in China was about 281 million,and there were 33.28 million newly registered motor vehicles in 2020,an increase of 3.56%year-on-year.The huge number of vehicles and the rapid annual growth rate make the contradiction between supply and demand of urban parking gradually prominent,which seriously affects the development of urban economy.In the face of this major people’s livelihood problem,we must understand the characteristics of the contradiction between supply and demand of parking in large and medium-sized cities,and conduct research and analysis from both the supply side and the demand side,so as to achieve a targeted effect.In recent years,the problem of "parking difficulty" and "parking disorder" in Jinan has become more and more prominent.On the supply side,it is mainly manifested in the imbalance of parking supply structure,backward construction of public parking facilities,and concentration of regional parking contradictions.The reasons for these problems mainly lie in the lack of early planning,lack of supervision of parking parking construction,low investment attraction of public parking projects.On the demand side,it is mainly manifested as concentrated parking demand in some key areas and serious indiscriminate parking behavior of vehicles.The reasons for these problems mainly lie in the defects of parking fee system,the low degree of intelligent parking management,and the low share rate of public transportation.In addition,the unclear management functions of the government,the industry management system has not been rationalized,and the low participation degree of social public organizations also make the regulation of parking supply and demand lack of institutional guarantee.For this reason,in this article,through field study method,questionnaire survey method,interview method,the research methods such as study,investigation and analysis of jinan respectively parking supply side,demand side and the present situation of regulation security of supply and demand,and compares foreign advanced parking management experience of developed countries,and to domestic four key cities(Shanghai,Beijing,xian,hangzhou)parking management innovations are summarized,From the supply level,we should think about the mutual matching and coordination between the planning,construction,management and other links of parking lot,and unified planning and construction of parking facilities.From the demand level,the construction of parking policies and regulations system should be improved,regional differentiated parking charging policies should be implemented,the information level of parking management should be improved,and multiple subjects should be actively encouraged to participate in parking management.On this basis,using the public product theory,traffic demand management theory and collaborative governance theory,the following suggestions are put forward for the regulation of supply and demand of public parking in Jinan urban area:first,the effective supply of parking resources.On the one hand,it is necessary to actively activate the existing resources,promote the new mode of "shared parking",realize the shared utilization of regional parking resources when wrong,and effectively alleviate the practical dilemma of the shortage of public parking resources.On the other hand,we should reasonably increase the construction of parking facilities,adhere to planning first,rationally adjust the supply structure of parking facilities,guide social capital to invest in the construction of public parking facilities,and improve the parking capacity.Second,reasonable control of parking demand.This is the top priority of parking management.Blindly meeting the parking demand will further attract a large number of cars to travel,make the road network bear more pressure,and aggravate the urban parking problem.Therefore,it is urgent to strictly control illegal parking behavior,improve the smart parking system,and regulate the parking demand through economic and legal means,guide the change of travel mode,and protect the living space of citizens,so as to achieve the effect of "static braking".Third,improve the parking supply and demand control measures.As the main body of governance,the government should constantly promote the reform and optimization of functional transformation,and at the same time rely on the industry management mechanism,improve the parking management structure,and constantly enhance the parking supply and demand regulation and guarantee measures.
