| With the continuous development of economy,the highway transportation industry has achieved rapid development.The problem of over-limit and over-loading of highway transportation also comes into being,which seriously damages the highway environment.It is a huge destructive problem and a very difficult problem to deal with.In order to control the problem,all regions and departments have formulated policies and measures to carry out long-term governance.However,due to a variety of reasons,the behavior of highway over-limit and overloading transportation appears repeatedly,resulting in a gap with the expected goal of the policy.This thesis analyzes the implementation status of highway overloading governance policy in Inner Mongolia Autonomous Region by using Smith policy implementation model,analyzes the interaction and constraints among various elements,and puts forward suggestions to improve the implementation of highway overloading governance policy in Inner Mongolia Autonomous Region.This thesis concludes that policy system is imperfect and hysteresis,some policy implementation agencies to cope with super policies,Freight source enterprises to loose the management of overloaded vehicles out of sight,the truck driver cargo owner inconsistent policy implementation,the new state logistics platform does not standardize the user’s unfair unaptitial treatment,in the idealization policy,executive agency,target group,and environmental factors,using Smith policy implementation models,and gives improvement of policy implementation results.Such as strengthening the construction of policy implementation institutional capacity,give full play to the target groups to participate in the policy implementation effect,and strive to optimize the environment of freight,etc.,In this way,the implementation effect of over-limit and overloading control policy in Inner Mongolia Autonomous Region can be improved,and the reference can be provided for better implementation of this policy in the future. |
