Practical Research On Community Construction Of Historical And Cultural Districts From The Perspective Of Empowerment

With the continuous acceleration of urbanization,the mode of government administration is also constantly transforming from "social management" to "social governance".The Fifth Plenary Session of the 19 th Central Committee of the Communist Party of China even took the concepts and methods of community autonomy and social work as the meaning of community governance in the context of the new era.However,both the government-led form of community transformation and the community building model introduced by Chinese Taiwan have been practiced in the grassroots community governance,but there is a lack of practical exploration of mutual chimera development.The S Block in the jurisdiction where the author works underwent a community transformation of "repairing old as old" in 2014.then in 2016,it was approved as a regional historical and cultural block and the development of S Block is stuck in a waiting state.Therefore,the author takes City B in 2020 as the background to create the “six consecutive championships” of a national civilized city,based on the theory of empowerment,using the theory and practice of community building,from "people","culture","land","property" and "property".After analyzing the needs of the S block from five aspects,it proposes the overall goal and implementation plan of community building that integrates top-down development and bottom-up active development.Through the empowerment of capable people in the block,the empowerment of the residents in the block is promoted,and then a line is explored including: building the connection between people,continuing the inheritance of people and culture,building the harmony between people and things,and exploring the development and return of people and industry.The five aspects of coexistence between people and the environment are the way of community building for chimeric development.Then,the author evaluates the process and effect of community construction in S block.The process evaluation,the focus is on the change of "people" and the development of "power",in the effect evaluation,through the "people","culture","land","property" and "landscape" of the five aspects of the goal of the completion and the satisfaction of the residents of the block are summarized and evaluated.The author believes that the road of community construction in S Block is not only a collaborative development of multiple subjects,but also a chimeric development.For specific performance: in terms of work form,it is a combination of top-down promotion and bottom-up active development;In terms of the work content,the empowerment is the core,the residents of the block is the key,and the interlocking of"people","culture","land","production"and"landscape"is the integration of the content;in terms of the work subject and process,the chimeric development is realized through the cooperation between the residents and the government.Finally,after reflecting on the road of community building,the author believes that community building should be embodied as a theoretical and practical model of comprehensive development.When empowerment is integrated with community building,greater surprises and achievements can be achieved.In addition,the author also believes that community construction needs chimeric development.In order to realize empowerment in community construction,it is always inseparable from the process of decentralization and authorization.
