Since the 18th CPC National Congress,under the correct leadership of the CPC Central Committee and The State Council and the joint efforts of people of all ethnic groups in China,China’s rural political,economic,cultural,social and other aspects of development have achieved phased results.In 2020,a comprehensive victory was achieved in poverty alleviation,with 98.99 million rural residents lifted out of poverty by the current standard.It has become the core content of the current targeted poverty alleviation policy and the fundamental way to further achieve poverty alleviation and prosperity.Since the reform and opening up,under the active guidance of the government,China’s rural areas have made great progress in politics,economy and culture.However,what does not want to coordinate with this development is that China’s rural governance ability has been improved very slowly,and even the governance effect in many aspects is worse.There are many problems,such as excessive pursuit of economic indicators and imperfect system,Poor responsiveness to social needs,non-standard government behavior,low government execution,etc.Yangxin County,as one of the 832 poverty-stricken counties in China,has made corresponding adjustments to the thinking and mode of rural governance during the period of targeted poverty alleviation,which is of representative significance to the research on the dynamic mechanism of rural governance in the post-poverty alleviation era.In order to specifically analyze the rural governance dynamics of the poverty alleviation era,the first chapter of this study provides the research background and related basic research of the dynamic mechanism of rural governance.In chapter 2,this paper clarifies the concepts of post-poverty alleviation era,dynamic mechanism and rural governance,and sorts out relevant practices of dynamic mechanism of rural governance during targeted poverty alleviation.On this basis,taking Yangxin County as the epitome,the study designed a questionnaire to investigate the problems and reasons of rural governance.Combined with the objective research on the overall current situation of the rural governance dynamic mechanism in the fourth chapter,this paper summarizes the main problems and underlying causes of the current rural governance dynamic mechanism.In order to solve the problems existing in the current rural governance dynamic mechanism,chapter five introduces the experience of tangyue and other successful cases of rural governance in Guizhou province,Guizhou,and gives five suggestions on the construction of rural governance dynamic mechanism in the sixth chapter.The seventh chapter summarizes the full text,puts forward deficiencies and prospects.Based on the basic theory of poverty alleviation and the field survey data of Yangxin County,starting from the five aspects of the construction of rural dynamic mechanism,this paper expounds the suggestions on the construction principles,objectives,basis,content and guarantee,in order to provide a reference scheme for rural governance in China. |
