Research On Improvement Of Rights And Interests Protection System Of Community Volunteers In Harbin

The 19th CPC National Congress called for strengthening and innovating social governance.This is required by the law of current social development and an important guarantee for people’s happiness,social peace and stability,and the steady development of the country.As the cornerstone of society,grassroots should face the masses in the process of governance,and complicated and arduous affairs are the foundation and focus of social governance.Community,as the focus of grassroots governance,needs to be attached great importance in the current development stage.Nowadays,volunteer service is booming,and the participation of community volunteers plays a pivotal role in grassroots governance.In particular,the COVID-19 outbreak in 2020 was brought under control in a timely manner thanks to the hard work of our community volunteers.However,with the gradual expansion of community volunteers,the lack of their rights and interests protection is also gradually exposed.Improving the construction of community volunteer rights and interests protection system is a top priority.This article first volunteer for community volunteers,grassroots governance and interests definition of the concept of the security system,and introduces the relevant theories,including multiple governance theory,demand hierarchy theory,voluntary failure theory,and then combed the community volunteer rights protection and grassroots governance efficiency of the relationship,and build a theoretical framework for the community volunteer rights guarantee system,It includes the constitution of the rights and interests of volunteers,the supervision responsibility of the rights and interests protection system,and the constituent elements of the rights and interests protection system of volunteers.According to the theoretical analysis framework,on the basis of literature research,community J as the research object,through the method of questionnaire and individual interview,tease out problems existing in community volunteer rights guarantee system: Legal rights and interests can not be transformed into practical rights and interests,the funds of community volunteer service are short and used improperly,the management of community volunteer is not standardized,and the incentive policies of community volunteer are not in place.It also analyzes the reasons: the constitution of volunteers’ rights and interests is not clear,the supervision responsibility of the rights and interests protection system is not clear,and the constituent elements of the volunteers’ rights and interests protection system are not complete.Finally,by drawing lessons from advanced experience at home and abroad,countermeasures are put forward to improve the protection system of volunteers’ rights and interests.
