| In 2020,China won a decisive victory in the battle against poverty,eradicating absolute poverty and building a moderately prosperous society in all respects.As the most important project to win the battle against poverty,relocation is an effective way to eliminate poverty,restore ecology and promote urbanization.However,due to the vulnerability and marginality caused by poverty and the unique limitations of the vulnerable population,there is a great risk of returning to poverty.Therefore,effectively preventing the risk of returning to poverty of those who have been lifted out of poverty in ineasy areas is not only a logical continuation of China’s targeted poverty alleviation policy,but also an inevitable requirement for promoting the rural revitalization strategy.Based on the change of Chinese move out of poverty population risk at home and abroad and the research results of preventing problems system,the integrated use of push-pull theory,social adaptation theory,sustainable livelihood theory etc,the author in huize county of yunnan province city relocation site of poverty population to be in-depth interviews,to understand the Chinese risk and its prevention.The results show that there are three types of risk of returning to poverty among the people who have been removed from poverty,namely "deficient blood type","dependent type" and "transmission type",as well as six dimensions: poor natural capital,lack of financial capital,lagging material capital,solidification of social capital,weak human capital and weak cultural capital.The prevention of the risk of returning to poverty has the main obstacles such as weak livelihood capital,single livelihood strategy and poor policy effect,and a series of causes such as backward prevention consciousness,lack of endogenous motivation and weak policy implementation.The risk of returning to poverty can be prevented by focusing on fragile ecology,improving resilience,optimizing livelihood capital,continuing poverty alleviation strategies,and improving resource efficiency. |
