Guangxi is a province with a wide distribution of poverty-stricken areas.Many areas have backward economic development and low levels of industrial production.The impoverished people in these areas generally lack self-development awareness and face greater difficulties and challenges.Although the Chinese government has achieved an overall victory in the fight against poverty,there is still a certain risk of returning to poverty in Guangxi,which needs further attention and help.Therefore,it is of great significance to the development of Guangxi to evaluate the effect of poverty alleviation policies in Guangxi and put forward targeted suggestions.This paper sorts out the concept of poverty,its causes,return to poverty,poverty alleviation and poverty theory in order to better understand the nature and root causes of poverty.Based on a detailed analysis of the poverty characteristics,causes of poverty,poverty reduction measures,existing problems,and risk factors for returning to poverty in Guangxi,the effect of Guangxi’s targeted poverty alleviation policy is evaluated with the help of the China Family Tracking Survey(CFPS)data from 2012 to 2018,and Further test the heterogeneity of farmers and the long-term effects of policies,and build an intermediary effect model to test the intermediary mechanism of poverty alleviation policies to prevent the risk of returning to poverty.The study found that Guangxi’s targeted poverty alleviation policy can increase the per capita income and total household income of farmers,and further indicates the future production capacity of farmers by whether they own agricultural machinery.Farmers who use agricultural machinery are less affected by targeted poverty alleviation policies.At the same time,both the dynamic analysis and the long-term effect test show that the targeted poverty alleviation policy has long-term effects.With the extension of the policy implementation time,the positive effect of the targeted poverty alleviation policy on the income of rural households increases.The test of the intermediary effect shows that the poverty alleviation policy can pass Improve the skill level and health level of poor residents and improve the ability of poor households to prevent the risk of returning to poverty.The research shows that the precise poverty alleviation policy in Guangxi has achieved remarkable results,and the future production capacity of poor families will affect the policy effect.In order to maintain the long-term effect of the targeted poverty alleviation policy and reduce the risk of poor families returning to poverty,the government needs to take the following measures: First,the government should attach importance to education and social assistance,provide comprehensive protection for poor families,and also focus on financial poverty alleviation,to provide more financial support to poor families to help them build a more solid economic foundation.Second,the government needs to create favorable conditions and establish a long-term mechanism to guide poor households to convert their current income and government subsidies into productive capital,thereby creating a more stable future income stream.Finally,in order to prevent poverty-stricken families from falling into poverty again,the government needs to pay attention to the accumulation of productive capital of poor families and clarify the scope of use of poverty-relief funds.
