Research On The Prevention Mechanism Of Returning To Poverty For The Disabled In The New Era

At the critical period of consolidating the achievements of poverty alleviation and effectively connecting with rural revitalization,and at the crucial stage of China’s disabled people’s step foward to modernization,the construction of a new era disabled people’s returning to poverty prevention mechanism offers the possibility for disabled people to participate in the new pattern of social governance jointly built and shared.By2020,China has historically solved the problem of eliminating extreme poverty,and disabled people will have entered a well-off society together with the whole nation,the emergence of the “Poverty alleviation duties,policies,assistance,and oversight will persist after poor counties are removed from the poverty list” policy indicates that how to prevent returning to poverty will be a challenge to be overcome during the transitional period,and the prevention of return to poverty for disabled people is a new challenge in this thorny problem.At present,the importance attached to the prevention of poverty among disabled people is still constrained by local economic conditions,and there is an uneven development trend.The results of poverty alleviation for disabled people have also fallen into the dual predicament of insufficient motivation for their own development and weak atmosphere for helping.Based on it,this paper will discuss three aspects: the analysis of the problems of preventing the return to poverty for the disabled in the new era,theoretical analysis on the construction of prevention mechanism for the disabled returning to poverty in the new era,countermeasures for the construction of prevention mechanism for the disabled returning to poverty in the new era.Firstly,using the literature research method to explore the current state of research at home and abroad,and to systematically review the theoretical development and practical exploration of anti-poverty for the disabled both here and abroad,it is found that foreign countries have explored more pathways to anti-poverty for the disabled,and paid less attention to its effectiveness;domestic anti-poverty practices for the disabled has a wide in scope,with full policy coverage,but few methods to prevent returning to poverty.Secondly,the problems of preventing the return of the disabled to poverty are analyzed from three dimensions: the pluralistic subject,the undertaking object and the poverty alleviation mechanism.Point 1,the government,enterprises and social organizations as the main bodies of help,to discover the flaws of the main bodies of help in the process of help in terms of their leading ability,sense of autonomy and strengths.Point 2,taking the disabled who are at risk of returning to poverty as the object of assistance,and analyze their shortcomings in thinking and behavior.Point 3,interpretation of the deficiencies of the disability poverty alleviation mechanism in terms of prevention procedures,service articulation and grassroots disability organizations.Third,using historical analysis to explore the theoretical basis for the construction of a mechanism to support the prevention of return to poverty for the disabled,combining anti-poverty theory with Chinese characteristics,guiding the main body of help with a Marxist view of the people,stimulate the endogenous motivation of the disabled with the subjective initiative of people,supporting mechanisms to prevent return to poverty for the disabled with the goal of achieving common prosperity.Finally,using the comparative analysis method,to study the similarities and differences between the prevention of the return to poverty of the disabled and the universality of the prevention of the return to poverty of the able-bodied,With the support of the advantages of the socialist system with Chinese characteristics,construction of prevention mechanism for the disabled returning to poverty in the new era built by a long-term mechanism consisting of consolidating the results of poverty eradication,monitoring mechanisms to identify the risk of returning to poverty,a socially-engaged support mechanism,a guarantee mechanism to tighten and compact responsibilities.
