Research On Fuzhou’s Coordinated Development Of "Integration Of Multiple Plans"

With the continuous renewal,evolution and development of cities,attention has been paid to the improvement of resource utilization rate in view of the constraints of resources and environment.Planning,as a developmental and restrictive policy,plays an important role,so the requirements for the rationality of planning compilation and implementation are also increasing.In the field of planning in China at the present stage,there are social and economic development planning,overall land use planning,urban and rural planning,ecological environmental protection planning and other planning categories,and the compilation subject involves development and reform,natural resources and planning,environmental protection and other departments.As there is no unified coordination mechanism,all kinds of planning cannot be really implemented or the project approval process is tedious and lengthy.In order to better implement the planning work,the Central Committee of the Communist Party of China(CPC)proposed in the fifth Plenary Session of the 18 th CPC Central Committee the "unification of multiple plans" and related contents of reasonable planning space.In the third Plenary Session of the 19 th CPC Central Committee,the Ministry of Natural Resources was defined as the "unification of two" and "integration of multiple plans" and other important responsibilities.Therefore,it is urgent for us to integrate multiple plans into one to effectively integrate all kinds of plans and form a unified territorial and spatial plan.This paper takes Fuzhou city as the research area to study the problem of "integration of multiple regulations".This paper adopts the interview method to investigate the planning and management personnel of the departments of development and reform,natural resources and environmental protection planning.In addition,the overall objectives,coordinate coefficients,binding indicators,planning guidance duration,compilation departments and upper planning basis of the four types of fuzhou national economic and social development planning,land use overall planning,urban and rural planning and ecological environmental protection planning were compared.Analyze the problems of different starting points,different planning periods,different technical routes and bases of planning,insufficient planning control and low approval efficiency,and further explore the causes.The reasons are summarized,such as the disharmony between horizontal and vertical organizations,the imperfect policy and regulation system,the disunity of compiling technical standards,the lack of information sharing ability,and the lack of participation mechanism and supervision mechanism.Based on the opinions and suggestions put forward by the interviewees and the experience and practices of other regions,suggestions and measures to solve the conflict of multiple regulations are put forward based on the reality of Fuzhou.This paper holds that the countermeasures and suggestions to promote the coordinated development of "multi-planning" are to unify the organization and coordination organs,unify the technical standards of planning,improve the information platform of "multi-planning",strengthen the guarantee of policies and regulations,improve the spatial planning control system,and strengthen the awareness of citizens’ participation.
