The Research On The Optimization Of The Examination And Approval System Of Construction Projects In Dunhuang City Under The Background Of ’Integration Of Multiple Regulations’

After the Economic Reform and open up,administrative approval which is the primary means of managing the social economy,has played an positive part in China’s economic development and construction.With the sustained and in-depth development of socialist market economy,the development of China’s economic faced more and more opportunities and tough challenges,the effective asset allocation has no longer meet the requirements of market economy which under the way of government intervention,and the reform is just around the corner.For the past few years,all levels of government have made some useful and initiative attempt in many aspects,which regard the reform of administrative examination and approval system as an critical point and breakthrough to develop local economies and transform the governmental functions.In recent years,Dunhuang city has also been trying to development the institutional innovations and the institutional reform in administrative examination and approval actively,and it has made some remarkable achievement,especially in the reform and innovation of the examination and approval system for investment projects.Dunhuang city,which is a pilot city of multiple plans integration,has made certain achievements while still demonstrating the issues,such as the missing of the core governance value of citizen standard,the poor user experience of the overall government,the imperfect organization mechanism regulation mechanism,the insufficient department crossing and integration and so on.In order to solve these problems,Dunhuang government need to improve the further administrative approval system for investment projects.The study methods of this paper are theoretical analysis and survey research,and the main line is the reform of the investment project approval system,according to the actual situation of Dunhuang city,consolidate and analyse the new mechanism of the investment project approval which is called ‘one approval platform,one department acceptance,one gauge of first trial,department’s linkage,completed in time’.And this study proposes the implement approach which is significant from optimizing the process of approval and intensifying the supervision and administration.On the one hand,it could summarize the virtues of the study,in the other hand,it could identify the problems of the study.In the circumstances of drawing lessons from the experience of the research at home and abroad,according to four principles which are the market-orientated,fair and reasonable,high efficiency and convenience,effective supervision,the author tries to provide some proposals in these respects: streamlining the examination and approval items,implementing the supporting policies,integrating the approval process,moving faster to make all the internet services available online,and improving the level of departmental and industrial supervision comprehensively.
