Study On The Organization And Coordination Mechanism Of Land Acquisition,Demolition And Resettlement Of Hydropower Projects In Tibetan Area Of Sichuan Province

According to the national macro-strategic arrangement,Tibetan areas in Sichuan have intensified the construction of hydropower projects,thus extending a series of land expropriation,relocation and resettlement work.Because these work content is complex,involves the main body many,will appear each kind of problem ceaselessly,therefore must do among them the organization coordination work.In order to achieve the goal of "not reducing the living standard of immigrants" after the land expropriation,relocation and resettlement of hydropower projects,this paper studies how to build a beneficial organization and coordination mechanism.Objective analysis,this study intends to summarize and improve the mechanism of the current organization and coordination,and through this mechanism,the relevant government and non-governmental departments organized methodically,drive up,coordination,formed in both ethnic minority culture and background of production and living habits of sichuan Tibetan areas,promote hydropower project requisition of resettlement work.Starting from the work of land expropriation,relocation and resettlement of hydropower projects in Tibetan areas of Sichuan,this paper studies the organization and coordination mechanism by using literature research method,empirical analysis method and case analysis method.The specific research contents include: first,analyze the current situation of the organization and coordination mechanism of land expropriation,relocation and resettlement of hydropower projects in Danba County,which is representative of Tibetan areas in Sichuan;Second,analyze the existing problems and causes of the mechanism;The third is to summarize,summarize and refine the optimization countermeasures in line with the level of the whole Sichuan Tibetan area,all counties(cities)can learn from.Study found that due to the current hydropower project requisition of organization and coordination mechanism of resettlement principle is "the government leadership and graded based,project legal person responsibility,county and immigration involved in technology,planning and design units are responsible for tracking supervision,supervision and evaluation unit",therefore,county level organization occupies the important position of coordination mechanism.In addition,due to the lack of clear requirements and arrangements at the county level,the organization and coordination of land expropriation,demolition,resettlement and resettlement for hydropower projects in Tibetan areas of Sichuan are in a state of independent administration and disunity.Therefore,a relatively unified and practical organization and coordination mechanism must be formulated.The suggestions of this study are to improve laws and policies,clarify policy orientation,attach importance to internal management,increase funds input and strengthen the allocation of forces,which will be of great benefit to promoting and improving the existing organization and coordination mechanism of land expropriation,demolition,resettlement and resettlement of hydropower projects in Tibetan Areas of Sichuan.
