| With the rapid transformation and development of society,people are more and more yearning for a healthy and safe life.However,various emergencies have become one of the factors that hinder social development and meet people’s needs.Government governance and social organization intervention cann’t fully solve various emergencies at present.Therefore,the participation of the public,especially community residents,in governance will become one of the necessary means.In my country’s relevant laws and policies,the importance of public participation in emergency management is also emphasized.Taking Y City,Shaanxi Province as an example,this paper focuses on the factors that affect the participation of community residents in emergency management.Physiological factors(gender,age,etc.),individual social factors(occupation,education level,monthly income,etc.),external social factors(systems,regulations,social environment,etc.)these three factors may have an impact on emergencies.it is concluded that “the above factors have different degrees of influence on the willingness and ability of community residents to participate in the community.One or more of the participating behaviors have an impact”,and further analyzed the status and influencing factors of community residents’ participation in emergency management in Y City through three cases including fire,rainstorm and flood,and the new crown epidemic.The research is based on quantitative research,combined with qualitative research,through questionnaires and SPSS analysis,interviews,case analysis and other methods,to systematically describe,explain and analyze the research problems,although the use of research methods is not fully mature.,but supports the conclusions drawn.The use of multiple research methods also makes the findings more convincing.Finally,suggestions are put forward from three aspects.Suggestions based on individual physiological factors: First,establish different types of community volunteer service teams to attract residents to participate;second,encourage mutual influence and learning among residents and play a leading role.Suggestions based on individual social factors: First,hold effective trainings and lectures on a regular basis to enhance residents’ ability to participate;second,broaden residents’ participation channels to better play their role.Suggestions based on external social factors: First,improve relevant laws and policies to provide institutional guarantee for residents’ participation;second,create a good participation environment to mobilize residents’ enthusiasm for participation;third,further expand publicity and improve residents’ awareness of participation;fourth,improve community hardware construction and provide basic guarantees.These suggestions may have shortcomings and need to be further improved. |
