| With the rapid development of economy and society,the appearance of cities and towns is also changing with each passing day.However,as stated in the report of the 19 th national congress,China still has the contradiction of unbalanced and insufficient development.Rural development is a short board that must be broken through in the process of building socialist modernization in an all-round way.At present,in the construction of villages and towns in China,on the one hand,there are some problems,such as imperfect infrastructure,incomplete supply of living materials and so on;Second,with the expansion of urban area,farmers gradually go upstairs to live in the community,but the supporting facilities and related services due to the city have not been implemented in time;Third,the development of villages and towns can not be combined with the original characteristics and culture,which leads to the current situation of decline and decline in China’s rural culture and inheritance.Therefore,the Rural Revitalization Strategy should emerge.At present,China is in the critical period and deep-water period of promoting the Rural Revitalization Strategy.The main body carrying this work is the township civil servants.This team faces the people directly,represents the image of the party and the state in the eyes of the people,and plays a vital role in the implementation of various policies and guidelines.In order to do a good job in the stability of township civil servants and promote the continuous development of grass-roots work,which clearly pointed out that all new township civil servants signed contracts with minimum service years.However,it can not be avoided that after the expiration of the service of township civil servants,most of them tried to leave the township through the procedures of examination,transfer and secondment.The loss of township civil servants is becoming more and more serious,which has had a great negative impact on the sustainable promotion of grass-roots work.County J is a large agricultural county,with the county area ranking ninth in the province.Industry and tourism have improved slightly in recent years,mainly based on agriculture.Taking towns in County J as an example,this paper makes an in-depth analysis of the outflow of township civil servants based on the data of the last 10 years.Firstly,literature research method is used to sort out the research of domestic and foreign scholars on the brain drain of public sector,and the concepts involved are defined,which mainly include three concepts:township,township civil servant,civil servant flow and civil servant drain.Secondly,based on Maslow’s hierarchy of Needs theory,two-factor theory and Cook curve,the paper analyzes the current situation of the township civil service team and its loss,including the current situation of the team,the situation and form of the loss,and then summarizes the causes of the loss,and expounds the negative impact of the loss.Then this paper takes the towns of County J as the research object,analyzes the data of the loss of township civil servants in County J through questionnaire survey,interview and telephone survey,and deeply understands the reasons for the loss.Combined with the preliminary analysis and investigation,suggestions and methods to solve the outflow of township civil servants are put forward in three aspects,among which the improvement of ideological awareness level mainly includes improving the quality and efficiency of civil servant training and paying attention to the psychological guidance of civil servants.Improving the incentive system of township civil servants includes improving salary and treatment,broadening promotion channels,reducing work pressure,and constructing a scientific and effective civil servant management system,including improving recruitment and examination system,establishing two-way exchange mechanism,and improving assessment and evaluation mechanism.These measures and suggestions are proposed based on the township civil servants in County J,which are targeted and universal to a certain extent.They can provide some ideas and suggestions for solving the problem of the outflow of township civil servants. |
