In recent years,with the rapid development of the economy and the deepening of urbanization,big,medium and small cities have undergone tremendous changes,but the development of the countryside is very slow.The contradiction between our people's growing needs for a better life and unbalanced and inadequate development is most prominent in the countryside,where prosperity leads to prosperity and decline.At present,our country is in the critical stage of reform and development,and the first line of reform,development and stability lies in the villages and towns.Therefore,the civil servants in the villages and towns are the concrete executors of the party's line,principles and policies,it shoulders the important responsibility of deepening reform,promoting development,promoting harmony and serving the masses.The ability,style and cultural quality of the township civil servants have a direct impact on the overall image of the civil service,related to the development of the party and the country's undertakings,plays a vital role.However,in recent years,it has been found that the problem of the loss of township civil servants has become increasingly prominent,especially after high-level young civil servants have gone to work in townships,and the poor working environment,poor pay,slow promotion and other factors have made them eager to leave this working environment,it's causing a loss of personnel.Through reading the literature,we found that the loss of township civil servants on the grass-roots work of the normal development and stability of the civil service has a huge negative impact.In the early stage of F City,it is an energy-based city,dominated by coal mining enterprises.L Town,as the old city residence of F City,has a slow economic development,serious environmental pollution,poor working conditions,and the loss of township civil servants.The loss has a negative impact on the local basic work and economic development.Taking l town of F City as an example,this paper makes an in-depth analysis of the loss of township civil servants.First of all,this paper uses the literature research method to sort out the research on the brain drain in the public sector by scholars at home and abroad,and defines the related concepts,which mainly include three concepts: Township,township civil servants,civil servants flow and civil servants drain.Secondly,based on Maslow's demand level theory,two factor theory,cook curve and expectation curve,this paper studies the township public service This paper analyzesthe current situation of the team and the loss,including the current situation of the township civil servants,the basic situation of the loss and the form of the loss.Then it puts forward three major aspects of the loss: personal reasons,organizational reasons and external reasons,and analyzes the negative impact of the loss of the township civil servants.Then,this paper takes l town of F City as the research object,analyzes the structure of L town's civil servant team and the data of civil servant turnover in recent ten years by means of questionnaire and interview,and deeply understands the reasons of civil servant turnover in villages and towns.Combined with the analysis and investigation in the early stage,this paper attempts to put forward measures to solve the loss of township civil servants in three aspects,including strengthening ideological security,mainly including improving the quality and efficiency of civil servant training,paying attention to the psychological guidance of civil servants,improving the incentive system of township civil servants,including increasing salary,broadening promotion channels,reducing work pressure,and building a scientific and effective civil servant management The management system includes improving the recruitment and examination system,establishing a two-way exchange mechanism,and improving the assessment and evaluation mechanism.This paper puts forward a series of targeted measures and suggestions,these measures and suggestions also have a certain universal applicability,which can provide some ideas and suggestions for solving the problem of the loss of township civil servants.
