For a long time,the current resettlement policy and mode for retired officers have played an important role in the development and construction of the country and the army.However,the current resettlement policy led by planned resettlement can no longer fully meet the practical needs of retired officers,and can not meet the practical requirements of the modernization of the national governance system and governance capacity,resulting in increasingly prominent contradictions.According to the idea of "putting forward problems-analyzing problems-solving problems",using literature analysis,comparative research,interview and other research methods,this paper studies and analyzes the current situation and existing problems of the placement of retired officers,analyzes the causes of the problems,and puts forward targeted opinions and suggestions based on the actual situation in China and the typical practices of the placement of retired officers in foreign countries.After analyzing the policy and basic situation of the resettlement of retired officers in Qingdao,this paper puts forward six problems in the resettlement of retired officers: the first is that the proportion of planned resettlement is too large;the second is that the resettlement destination is too concentrated;the third is that the contradiction between the resettlement of transferred jobs and the establishment of government agencies and institutions is prominent;the fourth is that the resettlement of transferred jobs and the reform of the administrative system are prominent;the fifth is that the support for independent job selection is insufficient;and the sixth is that the service guarantee is not perfect.Analyze the causes of the problems,mainly including the difficulty in the implementation of market resettlement,the imperfection of supporting policies and systems,the insufficient implementation of policies,and the ideological and cognitive deviation of retired officers.In view of the above problems,we put forward four suggestions: first,we should focus on optimizing the placement mode of retired officers;second,we should accelerate the construction of laws and regulations for the placement of retired officers;third,we should improve the social security system for retired officers;Third,improve the social security system for retired officers.Finally,the following conclusions are drawn: first,the resettlement of retired officers in our country can not completely copy the foreign resettlement model.We should learn from foreign good experience and practice,and carry out necessary adjustment and Reform in combination with the actual situation of our country.Second,the resettlement of retired officers should be divided into three stages,and gradually complete the resettlement mode of retired officers with Chinese characteristics of "market-oriented resettlement,supplemented by planned resettlement".
