Analysis On The Problems And Optimization Paths Of Petition Work In D Town, Weifang Cit

In the process of China’s social transformation,various social contradictions and disputes appear alternately,which affects the process of national construction and social development.In order to maintain social stability and healthy development,the work of petition,especially the grass-roots petition,is very important.It is an important system design to resolve social contradictions and sort out social problems in China.This paper takes D town as the investigation object and systematically discusses the problems in the basic petition system and operation.The newly issued Regulations on the Work of Letters and visits in 2022 provide an institutional guarantee for the work of grassroots letters and visits,clarify the positioning and basic compliance of the work,adhere to the mass line and take the people as the center,is the purpose and principle that grass-roots governments and cadres should always keep in mind,and also the basic line of the reform of the complaint reporting system.In recent years,local governments also attach great importance to the work of letters and visits,making great efforts in the innovation model,greatly improving the efficiency and quality of letters and visits work.However,with the gradual improvement of citizens ’awareness of rights protection,the people’s demands of the party and the government expand and have strong expectations,and the grassroots petition work is facing new challenges.For example,the land problems,road occupation problems,migrant workers’ unpaid issues closely related to the interests of the masses;the linkage effect is not obvious,the sense of responsibility is not strong,the buck-passing between departments,insufficient initiative at the village level,heavy closure,blocking and other incidents.The fundamental causes of these problems lie in the imperfect grassroots petition system,inaccurate positioning of the function of letters and visits,insufficient means to resolve conflicts and disputes,and not unimpeded channels to express the interests of the masses.Under such circumstances,the grassroots government is facing great pressure,has no time to pay attention to the orderly development of social undertakings,the legitimate rights and interests of the people cannot be properly safeguarded,and the relationship between the Party and the masses has been seriously affected.To cope with the challenge,grassroots petition should improve from the system construction,supervision efficiency,participants,petition environment and reform,implementation with the optimal system to promote the orderly reporting work,with strong supervision service safeguard the people’s livelihood,to participate in pressure dilemma,with harmonious environment open public demands.
